Ioan-Cosmin MIHAI is a researcher, trainer, and conference speaker, with an experience of more than 15 years in cybercrime, open-source intelligence, and cybersecurity. He is a cybercrime training officer at the European Union Agency for Law Enforcement Training (CEPOL), monitor of the Ad-Hoc Raising Awareness Working Group from the European Union Agency for Cybersecurity (ENISA), associate professor at “Al. I. Cuza” Police Academy, honorary professor at CT University, India, founding member and vice president of the Romanian Association for Information Security Assurance (RAISA).

Maria-Manuela Catrina has a background in mathematics, computer science, cybernetics, as well as training in security and international relations.
In the early 2000s, Ms Catrina had the first opportunity to join the high levels of government as advisor for the Romanian Prime Minister, after which she continued as parliamentary advisor for Romania’s Chamber of Deputies Speaker.
Ms Catrina has joined the executive branch as Secretary of State at the Romanian Ministry of Communications and Informational Society between 2017 and 2019. Here, she has dedicated her time to steering the complex preparations for Romania’s Presidency of the Council of the European Union (Jan-Jun 2019). Her mandate includes broader aspects of international relations and European affairs, as well as more specialized areas, such as cybersecurity, AI and satellite communications. In addition to handling the numerous European legislative files stemming from EU’s Digital Agenda for Europe and representing Romania at the Transport, Telecommunications and Energy Council, she also coordinated a number of high level national groups tasked with ensuring the security and resilience of Romania’s IT and telecommunications infrastructure.
Ms Catrina who was nominated among top 50 Women of Influence in Cyber-security in Europe is passionate about digital transformation and promoting women in technology.
Since 2013, Ms Catrina is the Director the Ovidiu Sincai European School, the Social Democratic Institute’s key leadership project, under the aegis of the Council of Europe.

Dan accumulated over 20 years of experience in cyber security, risk management in Brussels, Bucharest and internationally. He led professional teams that supported European Institutions, National Competent Authorities and large industry actors in defining and implementing their cyber security policies, strategies, operational and technical measures. Since May 2020 he was appointed as General Director of CERT-RO by decision of the Romanian Prime Minister. He has the exciting mission to lead the effort for transforming this great organisation.

Mihnea Alexandru MOISESCU holds a Bachelor Degree in Automatics and Computer Science, a Bachelor Degree in Biophysics, a Master Degree of Science in Biophysics and a PhD in System Engineering. He is specialized in the areas of Discrete Event Dynamical Systems, Advanced Robotics, Advanced Communication Systems and Information Systems. He is author of more than 80 research papers in International Engineering Conferences and Congresses and 13 research papers in international journals indexed in Web of Science. His research experience includes participation and management of more than 18 national founded projects and 4 international projects.

Octavian Fratu graduated the Faculty of Electronics and Telecommunications of the Bucharest Polytechnic Institute (now the University Politehnica of Bucharest) in 1986 and has PhD in Electronics and Telecommunications at the same university since 1997. Since 1991 he is member of the Telecommunications Department, and since 2004 he is university professor in the same department of the Faculty of Electronics, Telecommunications and Information Technology, UPB. His areas of scientific research include mobile communications, radio communications systems, data transmissions, wireless sensor networks and IoT systems, as well as communications security and cyber security issues. He is the author, co-author and publisher, for the last 35 years, of over 15 books published in recognized publishing houses and over 90 articles in scientific journals. He has participated in about 60 research projects obtained through national or international grants (FP6, FP7, H2020 funded by the European Commission or Science for Peace and Security, funded by NATO), being the coordinator of 12 national and 4 international projects.
For the past two decades, Mr. Octavian Fratu has been an active member of the IEEE, Romania Section, of the IEEE Communications and Antenna and Propagation Societies and of the IEEE Romania Section Communications Chapter. He is also currently a member of the UPB Senate and the UPB Senate Committee on Scientific Research, Innovation and Technology Transfer.

Olivér Várhelyi is the Commissioner for Neighbourhood and Enlargement in the European Commission.
Before joining the Commission, Mr. Várhelyi served as Hungary’s ambassador extraordinary and plenipotentiary at the Permanent Representation of Hungary to the EU from 2015 to 2019. He is a lawyer by profession, who began his career in the Ministry for Industry and Trade in 1995. He joined the Ministry of Foreign Affairs in 1996 where he held different positions with a special focus on the European Union. After being the Head of the Legal Department in the Ministry of Foreign Affairs he went to Brussels where he became the Head of the Legal Services in the Permanent Representation of Hungary. Before becoming the Permanent Representative of Hungary, he was the Deputy Permanent Representative to the EU between 2011 and 2015.
