László BORBÉLY is a politician who has significantly contributed to the democratic development of Romanian society, both as one of the most well-known leaders of the Democratic Alliance of Hungarians in Romania and through the different high ranking functions held in the Romanian Parliament and the Romanian Government in the field of International Affairs, Environment and Sustainable Development, Regional Development and Infrastructure, which he has fulfilled with a rigorous professionalism yielding important results. An outstanding political performance underpinned with a solid – two-decade long – support for cultural life in the city of Tîrgu Mures, in an attempt to bring reconciliation to its multi-ethnic community.

Silvia Vlăsceanu is a graduate of Power Engineering Faculty of Bucharest Polytechnic University and of the Faculty of Commerce from the Academy of Economic Studies. She also holds a PhD degree in the field of power engineering, conferred by the Polytechnic University of Bucharest in 2012.
The professional path includes, among others: junior engineer at a company in the energy sector, expert at Investment Directorate of Chamber of Deputies, competition inspector at the Competition Council, Parliamentary counselor at the Committee for Industries and Services of Chamber of Deputies, general director of the Federation of Associations of Energy Utility Companies - ACUE (2008 - 2021) and executive director of HENRO – Association of Electricity Producers, starting September 2021.
She continuously improved her expertise by following post-graduate professional training and by being an active participant at various conferences, workshops and seminars at national and international level.
Mrs. Vlăsceanu has been since more than 13 years a member of Advisory Board of Romanian Energy Regulatory Authority (ANRE), member of the Economic and Social Council of Romania, and she was also vice-president of Employers Confederation CONCORDIA.
In parallel, she has also teaching experience, for the last few years has taught at the Polytechnic University of Bucharest, and has also collaborated with various authorities, organizations, research institutes (ICPE, Romanian Academy, UNDP, Romanian Committee of WEC etc.) in conducting studies, assessments and reports related to energy sector and the impact concerning the economic sector.

Laurenţiu CIORNEI is a researcher at the Romanian Academy, being co-opted in the team of the Biodiversity Center, in September 2018. He is the president of the Alliance for the Forest, an association made up of researchers, scientists, doctors in various disciplines, teachers, various specialists and professionals. PhD in economics, degree in law, journalism and forestry, graduate of postgraduate studies in leadership and human resources management, respectively environmental management and sustainable development. Before entering the research, Laurenţiu Ciornei worked, for 25 years, in the media, being an expert in communication.
Laurenţiu Ciornei is the author and co-author of several specialty books. Through the Alliance for the Forest Association, he is dedicated in achieving the goals of sustainable development of forest ecosystems, circular economy, protection of biodiversity, early education and improving the environment quality. He wants to contribute to the awareness of the forests importance in Romanian society and the role of forests and forest science, in general, in the superior use of ecosystem services specific to the forestry sector, maintaining and improving the state of forest ecosystems and their capacity, in the context of rural areas, affected by the limitation of opportunities, for the construction of a sustainable society, based on a scientific narrative, which addresses in particular the media, decision-makers and young people, to educate them.

Filip Cârlea works as a senior researcher at the Centre for Renewables Energy Promotion and Energy Efficiency from National Institute for Economic Research, Romanian Academy. Filip Cârlea is graduated with a BA from Industrial Engineering from the Polytechnic University, with a specialization in electric engineering and afterwards obtained a degree in Leadership Management at the Academy of Economics Studies and he received his postdoctoral school at National Institute for Economics Research from Romanian Academy. He is associate professor at the Oil and Gas University from Ploiesti. He was selected by Romanian ministry of energy to represent the Romania as the advisory subject matter expert on alternative, which is essential to the Romanian renewable energy development. F. Cârlea worked as program officer for the national energy strategy. He also has experience in appraisal in compliance with the international standards. Filip Cârlea sustains the priorities of the Romanian energy sector in Romania being actively involved in organizations dedicated to Romanian energy sector issues, such as Romanian National Committee of World Energy Council; he is civil expert of NATO for energy security and renewable energy field and expert approved by the Committee of the Regions from European Union.

• has a research activity for over 25 years at Alexandru Ioan Cuza University of Iași, Faculty of Physics, being the director of the Atmosphere Optics, Spectroscopy and Lasers Laboratory(LOASL, http://spectroscopy.phys.uaic.ro/)
• coordinates research in areas including: air pollution, global climate change, optical spectroscopy: methods and instrumentation, applied spectroscopy, atmospheric optics, lasers, active optical / remote sensing (LIDAR), passive optical, laser ablation plasma , technologies for obtaining and characterizing thin layers obtained by laser ablation. Under his coordination, the LOASL laboratory became a national part of the first LIDAR systems network (RADO), member of ACTRIS (Aerosols, Clouds, and Trace gases Research InfraStructure Network), member of FAIR-Facility for Antiproton and Ion Research, Darmstadt, Germany and represents Romania, as an expert, at ESA (European Space Agency).
• has been a visiting professor at several universities and research centers in Europe: Orsay, Paris XI (France), CNRS Orléans (France), University of Angers (France), University of Science and Technology, Lille 1, (France), Institute for Ion Physics and Applied Physics, Innsbruck Experimental Plasma Physics Group, University of Innsbruck (Austria)
• won through research, as project director, 15 research projects worth over 3 million euros. As a partner or member in other projects, Silviu Gurlui has contributed to the success of other projects, whose total value exceeds 20 million euros.
He developed two new technologies in the field of spatio-temporal resolved laser spectroscopy. The first consists in the realization of a laser installation that allows chemical identification, spatial and temporal characterization, analysis of physical transformations in the free atmosphere. This installation can identify traces of high altitude pollutants, analysis of physico-chemical phenomena over very short time intervals. The second installation is one dedicated to the research of the interaction of high power laser pulses with matter in various states of aggregation, in conditions of controlled atmosphere (simulation chamber). The installation allows the spectral characterization of laser ablation particle species with high spatial and temporal resolutions, obtaining thin layers with special physico-chemical properties (required in high energy accelerators at FAIR, Germany). These two research directions related to climate, environment and pollution, respectively the obtaining and characterization of new materials with applications in nanotechnologies and high energy particle physics, are found in several ongoing research projects, as well as in various publications, in important ISI-listed journals: 115 ISI papers, 1200 citations, H-index = 20.
