He has advanced legal studies: Master’s degree in law, graduated from the University of Łódź, Department of Law and Administration. He was Member of the European Court of Auditors, representing Poland, from May 2016 to November 2019. He was also a judge, President of the Supreme Audit Office of Poland, Vice-marshal of the Parliament of the Republic of Poland, Member of the European Parliament of 3 terms (2004-2016); Member of the European Parliament's Intergroup on the Welfare and Conservation of Animals in the European Parliament since his 1st term in 2004; since 2014 - its President.
Author & co-author of the comments on the Polish Penal Code (5x); author of more than 100 articles and publications on criminal law in various legal magazines in Poland and author of articles on socio-legal issues.

Virginijus Sinkevičius is the present Commissioner for the Environment, Oceans and Fisheries, at the European Commission. Mr Sinkevičius was from 2017 to 2019 Minister of Economy, and before he was leading the Committee of Economy at the Parliament of Lithuania.
Mr. Sinkevičius was elected to the Parliament in October 2016. Prior, he was a Team Lead for Regulatory Affairs at Invest Lithuania. Mr. Sinkevičius holds BA in International Relations and Affairs from Aberystwyth University and Master‘s degree in European International Affairs from Maastricht University.

Andreas Schleicher is Director for Education and Skills at the OECD. He initiated and oversees the Programme for International Student Assessment (PISA) and other international instruments that have created a global platform for policy-makers, researchers and educators across nations and cultures to innovate and transform educational policies and practices.
He has worked for over 20 years with ministers and education leaders to improve education. Former U.S. Secretary of Education Arne Duncan said that Schleicher “understands the global issues and challenges as well as or better than anyone I’ve met, and he tells me the truth”. Former UK Secretary of State Michael Gove called Schleicher “the most important man in English education” – even though he is German and lives in France.
He is the recipient of numerous honours and awards, including the “Theodor Heuss” prize, awarded in the name of the first president of the Federal Republic of Germany for “exemplary democratic engagement”. He holds an honorary Professorship at the University of Heidelberg.

Michael Murphy graduated in Medicine from University College Cork in 1976. Following postgraduate medical training in Dublin and in Clinical Pharmacology at the Royal Postgraduate Medical School in London, he received his doctorate from the National University of Ireland in 1984. Dr. Murphy spent a decade on the Faculties of Pharmacology, Physiology and Medicine at The University of Chicago before returning to Cork as Professor of Clinical Pharmacology and later as Dean of Medicine. An expert on drug therapy for cardiovascular disease, he led several international clinical trials of interventions to reduce cardiovascular mortality.
A past President of University College Cork, Ireland (2007-17), he has been active in many academic organisations in Europe and the United States and has served as Vice-Chancellor of the National University of Ireland, Chair of the Health Research Board of Ireland, Chair of the Irish Universities Association and Chair of the Permanent Working Group (PWG) of European Hospital Doctors.

Dr. Margareta (Magda) Matache is a scholar from Romania, director of the FXB Center for Health and Human Rights’ Roma Program, and a Harvard instructor. Her research and teaching focus on the history and manifestations of anti-Roma racism, as well as the global history of race and racism.
From 2005 to 2012, Dr. Matache was the Executive Director of Romani CRISS, a human rights organization that defends the rights of Roma. In 2012, she was awarded a Hauser postdoctoral fellowship at the FXB Center, where she founded the University’s Roma Program.
In 2017, with Jacqueline Bhabha and Andrzej Mirga, she co-edited Realizing Roma Rights, an investigation of anti-Roma racism in Europe. Also, along with Jacqueline Bhabha and Caroline Elkins, Dr. Matache is the co-editor of Time for Reparations, a forthcoming volume exploring the issue of reparations across a broad range of historical and geographic contexts and academic disciplines. Her other publications and research have ranged from the rights and agency of Romani children and adolescents to early childhood development, anti-Roma racism, reparations, segregation in education, and participatory action research.
She completed her Master’s in Public Administration from the John F. Kennedy School of Government at Harvard University, and her doctoral degree in Political Sciences from the Faculty of Political Sciences at the University of Bucharest. She also holds a master’s degree in European Social Policies.

Professor dr. habil. Florina Pinzaru is Dean of the Faculty of Management of the National University of Political Studies and Public Administration (SNSPA), Bucharest, Romania, where she teaches Management, Organizational Design in the Digital Age, and Strategic Marketing. Florina Pinzaru has more than 10 years of experience as consultant and trainer in Management and Marketing for important Romanian enterprises and multinational corporations in furniture, energy and utilities. As a researcher, Florina Pinzaru managed the Center for Research in Management of Leadership (2013-2017) and was involved in various research projects on topics such as: the economic development of Romania; the profile of the digital natives at work; the teaching of program management strategies; the development of knowledge management for SMEs etc. She published more than 20 Web of Science indexed papers in prestigious journals and proceedings of international conferences, and numerous other academic papers, books, and chapters, in Romania and abroad.

CIORAP Radu George is currently a full professor at the "Grigore T. Popa" University of Medicine and Pharmacy, Faculty of Medical Bioengineering, and is coordinator of Biomedical Instrumentation and Hospital Medical Equipment courses.
He is a graduate of the Faculty of Electronics and Telecommunications within the “Gh. Asachi” Technical University from Iași (1996) as well as master and Ph.D. programs from the same university.
His main research interests include designing and testing medical devices for measuring physiological parameters and for medical recovery. He has published eight books and book chapters in publishing houses in Romania or abroad and is the author or co-author of over 150 scientific articles. He has been a project manager or member of the implementation team for 25 research or educational projects.
He has held several management positions in „Grigore T. Popa” University of Medicine and Pharmacy Iași, at the faculty or university level. He was Scientific Secretary (2000-2008) and Vice Dean (2008-2012) of the Faculty of Medical Bioengineering and Vice-Rector responsible for International Relations and Academic Partnerships (2015-2016).
He is the representative of the University of Medicine and Pharmacy "Grigore T. Popa" Iasi - Faculty of Medical Bioengineering, as a founding member, in General Council of the European Alliance for Medical and Biological Engineering (EAMBES) where he was a Board Member - Academic Division in 2006-2010. From this position, he had active participation in the BIOMEDEA project (Biomedical and Clinical Engineering Education, Accreditation, Training, and Certification), through which the guidelines on bioengineering / biomedical engineering and clinical engineering education were drawn up at the European level.
He had an active and essential contribution in the Faculty of Medical Bioengineering development and in the adaptation of the curriculum of bioengineering specialization to international standards.
He is a member of the Institute of Electrical and Electronics Engineers - Engineering in Medicine and Biology Society (IEEE-EMBS) and a founder member of the IEEE-EMBS Romania Chapter. He is Vice-President of the Romanian Society of Medical Bioengineering.

Constantin-Alexandru Manda (21 years) is a Romanian activist for educational justice. Founding member and former president (2015-2018) of the first school students' association in Romania, Alexandru has 8 years of experience as an activist for free access to quality education for every child. At present, Alexandru Manda is programs coordinator at Romanian Academic Society, being the national manager of the Clean Schools project - an initiative for good governance in education at the local level. During the pandemic, he coordinated a comprehensive study on the respect of the fundamental school students' right to scholarships by all the 3182 local authorities in Romania. Also, Alexandru is involved in the subject of sustainable development as a member of the Simply Green Association. For his entire activity, in March 2021 Alexandru Manda has received the award Young European of the Year 2021 from the Schwarzkopf Foundation Young Europe and Young European Forum.

Florentina Almajanu has over 25 years of experience in leading and representing financial professional associations, successfully coordinating public affairs, PR and advocacy campaigns.
Florentina leads as Managing Director CFA Society Romania, member society of CFA Institute, the global association offering the Chartered Financial Analyst (CFA) designation, one of the most prestigious certifications among finance professionals.
Due to her perseverance and determination, Florentina actively contributes in growing and increasing the awareness of CFA Society Romania and its projects. In the last four years, the society has improved the communication and advocacy strategy, by revising the ongoing projects such as the Macroeconomic Confidence Index, new projects such as the financial education campaign "Generation I - The Financial Independent Generation" or "CFA Ambassadors", an university outreach program for Romania and Moldova.
"Generation I" will be an extensive financial education campaign that aims to create a sustainable impact in the Romanian society. Coordinating the flagship events of CFA Society Romania such as "CFA Forecast Dinner", "Future of Capital Markets in CEE" or "Women in Investment Management" represent one of Florentina's challenges. The regional events aim to improve the financial markets from CEE countries and not only. The prompt actions and mass media communication regarding the Romanian private pension system led to the award of the special prize "Supporting of the Private Pension System" granted by XPRIMM.
In over 20 years while she led the National Association of Insurance and Reinsurance Companies in Romania (UNSAR), Florentina Almajanu had an important role in obtaining tax deductibility for private health insurance and several other major legislative changes in the field of insurance as well to increase the association's notoriety and credibility. Recognition also came from the fact that UNSAR won the Golden Award for Excellence at the Romanian PR Award 2016, Public Affairs category, Advocacy, Lobby with the Campaign "The Future of the Healthcare System Starts Now".
Graduate of the Bucharest Polytechnic University, Faculty of Power Engineering, Nuclear Energy Specialization with a Master's degree in Finance and Insurance at Bucharest Academy of Economic Studies, and a scholarship at the University of Wisconsin at La Crosse, specializing in the "Health and Pension Risk Management Fund" , Florentina has improved her communication, representation and public speaking skills through various courses at the National University of Theater and Cinematographic Art "I. Răzvan Orăşanu is a Romanian economist with an experience of 20 years both in Romania and abroad, and founder and president of "Up to us" (NGO) that deals with the development of active communities in the field of public economic, educational and energy policies.
Răzvan Orăşanu was Executive Director of the Institute for Popular Studies (2014 - 2016), Kokkalis Fellow at Harvard University - John F. Kennedy School of Government (2012), Local Consultant for the World Bank (2010), Director of Cabinet for the the President of the Competition Council (2009), Senior Advisor to the Prime Minister on Economic Affairs (2005 and 2007-2009) and President of Authority for State Assets Recovery - AVAS (2006).

Allan Rosenbaum is Distinguished University Professor of Public Policy and Administration and Director of the Institute for Public Management and Community Service and the Center for Democracy and Good Governance at Florida International University (FIU) in Miami, Florida. He is currently the national President-elect of the 8,000 member American Society for Public Administration in Washington DC and will serve a two year term as its President from Spring 2021 to Spring 2023.
Rosenbaum came to FIU as Dean of the School of Public Affairs. Prior to that, he was on the faculties of the Universities of Maryland, Connecticut and Wisconsin and held a research position in the urban studies center at the University of Chicago. He has worked in senior level positions in national, state and local government in the United States and has carried out many international projects for the United Nations, the US Agency for International Development, the World Bank, the Swedish International Development Agency and various governments around the world. He is a past President of the International Association of Schools and Institutes of Administration in Brussels, Belgium.
He has been Visiting Distinguished Professor at several universities in Europe and China, currently serves on numerous journal editorial boards and is a fellow of the National Academy of Public Administration. Based on nomination by the Secretary General of the United Nations and approval by its Economic and Social Council, he was a member of the United Nations Committee of Experts on Public Administration from 2014 to 2018. Amb. Simona-Mirela Miculescu has been serving as Ambassador Extraordinary and Plenipotentiary, Permanent Delegate of Romania to UNESCO since January 2021, after holding the position of Representative of the UN Secretary-General and Head of the UN Office in Belgrade, between 2015 and 2020.
Prior to this, she was the Ambassador Extraordinary and Plenipotentiary, Permanent Representative of Romania to the United Nations, between 2008 and 2015. During her term in New York, amb. Miculescu held several positions including: Vice-President of the UNICEF Executive Board, Vice-President of the Assembly of States Parties to the Rome Statute of the International Criminal Court, Vice-President of the Bureau of the Francophonie, Chair of the Special Political and Decolonization Committee of the General Assembly during its 66th Session, Vice-President of the UN General Assembly for its 68th Session, and Chair of the 53rd Session of the UN Commission for Social Development.
Amb. Miculescu’s 30 years of diplomatic career include the positions of Spokesperson for the Romanian Ministry of Foreign Affairs, and Senior Media Advisor to the Minister (1993 and 1999), Director of the Press Department within the Ministry of Foreign Affairs (1994 and 2008), Press Secretary of the Romanian Embassy in Washington D.C. (1994-1998), or Senior Public Information Officer at the Mission of the Organization for Security and Cooperation in Europe (OSCE) in Kosovo (1999-2000).
Between 2000 and 2004, she served as Foreign Policy Adviser to the President of Romania (with rank of minister), becoming eventually the first woman in the Romanian diplomatic history to be granted the rank of Ambassador.
Between 2006 and 2007, she acted as Senior Advisor for Public Outreach to the Government of Iraq, within a USAID-funded project.
Amb. Miculescu holds the titles of Doctor Honoris Causa Beneficiorum Publicorum of the Western University in Timișoara, as well as the title of Doctor Magna Cum Laudae of the Babeș-Bolyai University in Cluj-Napoca. This is due to the fact that, in parallel with her diplomatic career, she has developed a rich academic and public communication experience, that includes teaching international public relations courses at two universities in Romania, as well as publishing several books and articles on related topics. In her country, she is recognized also as one of the best experts in the field of international public relations management, being appreciated especially due to the elaboration of the first university curriculum on this subject, a study program currently used by several universities.

Ambassador George Ciamba is a career diplomat who has joined the Ministry of Foreign Affairs of Romania in December 1990. In 2004 he was granted, by Presidential Decree and according to the law, the diplomatic rank of Ambassador, in recognition for his contribution to NATO accession and EU accession negotiations.
From November 2018 until November 2019, ambassador Ciamba was Minister for European Affairs, running the Ministry of Foreign Affairs team responsible with Romania’s first presidency of the EU Council, from 1st January until 30 June 2019. During this period, he was the Chair of the EU General Affairs Council/GAC.
As Minister for European Affairs and Chair of the EU GAC, ambassador Ciamba coordinated internally, together with line ministries of the Romanian Government and with the crucial support of the Permanent Representation of Romania to the EU, and externally, in close cooperation with the EU Member States and the European institutions, the common effort of negotiations that led to the successful conclusion of 90 legislative files.
Besides this coordination effort, Minister Ciamba was regularly invited to present the EU Council’s position at the plenary sessions of the European Parliament (in Strasbourg and Brussels), and signed, on behalf of the EU Council, all legislative acts adopted under ordinary legislative procedure together with the president of the European Parliament. In the six months of the Presidency, ambassador Ciamba was an active promoter of cohesion and convergence within the EU member states and a supporter of the enlargement process. As chair of the EU General Affairs Council, he worked on the adoption of Gas Directive, advanced negotiation on the adoption of Multiannual Financial Framework 2021-2027 and kept an active dialogue on Brexit.
From January 2017 until November 2018, he served as Secretary of State for Bilateral and Strategic Affairs in the Euro-Atlantic Area, coordinating a wide range of subjects, from the strategic affairs - including NATO, US, arms control, disarmament and nonproliferation, cyber security and minority rights - to the bilateral relations with the EU Member States, candidate countries and regional cooperation formats.
In 2016, as a Special Representative for Economic Diplomacy, he contributed to promoting and developing economic projects of strategic interests to Romania, and to consolidating the inter-institutional relations for the country’s international representation in the economic field.
Since November 2012 and until 2016, he served as Secretary of State for European Affairs, promoting an active participation of Romania at all EU levels and the national contribution to the elaboration of EU policies. He coordinated the sectoral positions in all the configurations of the EU Council and participated in the General Affairs Council (GAC).
He represented Romania abroad as ambassador extraordinary and plenipotentiary to the Hellenic Republic (2005-2012) and to the Republic of Turkey (1999-2003) and as Permanent Representative of Romania to the Black Sea Economic Cooperation Organization (2001 – 2003).
From July 2003 to January 2005, he served as Secretary of State for Multilateral and subsequently, Global Affairs in the MFA, coordinating dossiers related to the EU, NATO, the Council of Europe, the UN and other international organizations.
In 2019, he received the Order of the Star of Romania, as a recognition of Romania’s successful Presidency of the Council of the European Union; in 2012 he was awarded the Order of the Phoenix – Grand Cross Grade, by the President of the Hellenic Republic; in 2000 received the National Order of Merit in the Rank of Commander from the President of Romania and in 1999 the title of Romanian Ambassador of the Year, awarded by Romanian Daily Nine O'clock and by Aspen Romania in 2019, the Leadership Award for the success of the Romanian Presidency of the Council of the European Union.

George Gabriel Bologan, currently the Romanian Ambassador to the Italian Republic, Malta and San Marino, is a career diplomat since 2003. Before being appointed as ambassador, he was General Consul of Romania in Milan, between 2012 and 2016 and a diplomat at the Romanian Embassy in Rome in charge of cultural diplomacy, between 2003 and 2012. Prior to his diplomatic career, he worked as a journalist in Romania and Italy, being accredited at the Holy See Press Office (1995-2003). Even after 2003 he continued to publish various essays on anthropology and the spirituality of the contemporary world.

Laurence Auer holds a degree in English language and literature and a masters degree in Arabic. Mrs Auer is also a graduate of the Institut détudes politiques de Paris. Ambassador Lazar COMANESCU is a member of the Scientific Board of the New Strategy Center and of the Consultative Scientific Board of the Romanian European Institute. He served twice as minister foreign affairs of Romania (15 April-22 December 2008 respectively 17 November 2015-4 January 2017). From 15 February to 16 November 2015 he was foreign policy adviser of the President of Romania.

Claudiu is a perfectionist with a special touch for justice and fidelity where ethics, rules and responsibilities come first. Over the past 30 years Claudiu’s career took him around the world as a journalist, television producer and presenter, public relations strategist, professor, manager, and official government representative.
He posses excellent skills in institutional communication and journalism, PR, developed throughout professional experience as news presenter and news producer, spokesperson for the Government, director of communication and also as chief of diplomatic mission. Furthemore he holds advanced management and leadership skills, gained throughout different coordinating positions in media and public institutions, area related to media (managing the News & Current Affairs Department, Romanian Public Television, over 250 employees). Also he has proven records in administrative processes; lobbying and strategic negotiation; developing strategies of public communication.
From 2012 to 2017, Claudiu was the News Director at TVR, Romania’s public television, an enterprise with over $100 million in anual turnover and 2500 employees. The news organization coordinated by Claudiu includes a staff of 250 and a budget of more than four million euros per year. Each Sunday at 1.30 pm, Claudiu also produced his own life show, called „Ultima Editie” where he interviewed the most relevant figures in current affairs and international relations. Currently he is a senior member of the editorial team.
He was twice senior advisor for CEO, in charge with predictive behavioral assessment and strategic communication in National Company for Road Infrastructure Administration (2019) and prior to that for Insurance Commissioner(2010). He also served as member of the Board in Electrica Transilvania Sud (2006), director of communication in Ministry of Youth and Sports (2009). From 2003 to 2005 he was appointed as Consul General to Romanian Consulate in Los Angeles, USA, overseeing diplomatic operations in 11 western states which had a GDP equivalent to India and Russia. From 2001 to 2003, Claudiu served as Press Secretary for the Romanian Government.
Claudiu has always had a keen dedication to civic duties and was a member of various boards of several non-profits organizations. He is a member of Romanian Union of Professional Journalist and previously served as Vice-president of CIADO for international relations, a prominent organization fighting against drug consumption.
Claudiu earned a degree in mechanical engineering (1993) from the UTCB and a PhD degree in sociology (2010) from the University of Bucharest. He also holds master degrees in political science (2008), national defense (2002) and has completed a Program for Senior Executives (2003) at Harvard University. Ioana Petrescu is a Senior Fellow at the Mossavar-Rahmani Center for Business and Government and the President of Simply Green, a Romanian environmental NGO. Dr. Petrescu is a former Romanian Finance Minister. While minister, she pursued policies to cut tax evasion and tax avoidance, promote financial transparency, improve tax compliance, lower the tax burden for businesses and keep fiscal discipline. She also served in the government as an economic adviser to the prime minister and head of his delivery unit, where she monitored the implementation of the prime minister’s priorities in procurement, employment, energy and tax compliance. She is an international consultant on issues such as tax reform, central government delivery and local public services and runs the Center for Leadership and Innovation at the National School of Political Science and Public Administration in Bucharest. She was an Assistant Professor at University of Maryland and she holds a Ph.D. in economics from Harvard. She published in various academic journals and newspapers. Dr. Margareta (Magda) Matache is a scholar from Romania, director of the FXB Center for Health and Human Rights’ Roma Program, and a Harvard instructor. Her research and teaching focus on the history and manifestations of anti-Roma racism, as well as the global history of race and racism.
From 2005 to 2012, Dr. Matache was the Executive Director of Romani CRISS, a human rights organization that defends the rights of Roma. In 2012, she was awarded a Hauser postdoctoral fellowship at the FXB Center, where she founded the University’s Roma Program.
In 2017, with Jacqueline Bhabha and Andrzej Mirga, she co-edited Realizing Roma Rights, an investigation of anti-Roma racism in Europe. Also, along with Jacqueline Bhabha and Caroline Elkins, Dr. Matache is the co-editor of Time for Reparations, a forthcoming volume exploring the issue of reparations across a broad range of historical and geographic contexts and academic disciplines. Her other publications and research have ranged from the rights and agency of Romani children and adolescents to early childhood development, anti-Roma racism, reparations, segregation in education, and participatory action research.

Laurenţiu CIORNEI is a researcher at the Romanian Academy, being co-opted in the team of the Biodiversity Center, in September 2018. He is the president of the Alliance for the Forest, an association made up of researchers, scientists, doctors in various disciplines, teachers, various specialists and professionals. PhD in economics, degree in law, journalism and forestry, graduate of postgraduate studies in leadership and human resources management, respectively environmental management and sustainable development. Before entering the research, Laurenţiu Ciornei worked, for 25 years, in the media, being an expert in communication.
Laurenţiu Ciornei is the author and co-author of several specialty books. Through the Alliance for the Forest Association, he is dedicated in achieving the goals of sustainable development of forest ecosystems, circular economy, protection of biodiversity, early education and improving the environment quality. He wants to contribute to the awareness of the forests importance in Romanian society and the role of forests and forest science, in general, in the superior use of ecosystem services specific to the forestry sector, maintaining and improving the state of forest ecosystems and their capacity, in the context of rural areas, affected by the limitation of opportunities, for the construction of a sustainable society, based on a scientific narrative, which addresses in particular the media, decision-makers and young people, to educate them.

Bogdan Chirițoiu is the President of the Romanian Competition Council since 2009.
In 2019, Mr. Chiritoiu became member of the Administrative Board of the European Agency for the Cooperation of Energy Regulators. From 2005 to 2008 he has served as Presidential Advisor on Economic Affairs and Public Policy and, between 2008-2009, he was Presidential Advisor on Planning and Political Analysis. Between 2005 and 2009, Mr. Chiritoiu was Head of the Romanian Delegation to the EU Economic Policy Committee.
He holds, since 2008, a PhD in Economics (International Economic Relations) at the Academy of Economic Studies in Bucharest, developing a thesis on Public Health Insurance Systems in the CEE States. Bogdan Chiritoiu has a MA in political science (Central European University, Budapest, 1997) and a MSc in European Studies (London School of Economics and Political Science, 1998).
Dr. Bogdan Chiritoiu has also been lecturer on Public Administration and European Studies at the University of Bucharest, since 1999. He is member of the some of the most important Romanian and European think tanks: Romanian Society of Political Science, the Network of Institutes and Schools of Public Administration in Central and Eastern Europe – NISPA CEE, the Aspen Institute of Romania and the Romanian Academic Society.
Mr. Chiritoiu is lecturer on Economics and European Studies at the University of Bucharest since 1999.

Marco Pezzaglia is founder and principal of Energy Professionals Group. He’s graduated in electrical engineering at the Polytechnic of Milan in 1993 and began his career in the field of modeling and studies of electrical systems to “Centro elettrotecnico sperimentale italiano” (CESI) dealing with issues related to the liberalization of the electricity system. In 2001 he joined the “The Regulatory Authority for Electricity and Gas” and in 2003, he was nominated as Head of the Electrical Networks dealing, in particular, with the terms and conditions for access to the electricity networks of production facilities and consumes (connection and dispatching rules) and network usage of interconnection with neighboring countries.
On January 1st 2007 he assumed the position of Head of the Renewable sources, energy production and environmental impact at the Department of Markets, where he worked actively on issues regarding the assessments on the development of renewable energy sources and access to system and electricity market in the production of electricity from renewable sources.
Since early 2010 performs professional and strategic advisory services in the energy sector, specifically on the major green economy associations, with particular relevance to the technical and regulatory issues. Marco Pezzaglia has a teaching experience as Visiting Professor at University Luiss Guido Carli of Rome and at Politecnico of Milan. Expert in Energy Management according to EN 11339.

CLAUDIU CREȚU is involved in activities aimed at optimizing and ensuring the continuity of the centralized heat supply service in conditions of energy efficiency.
In this regard, he coordinates, starting with 2017, the reorganization and restructuring process of ELCEN, a company in insolvency, the main supplier of heat and hot water for the District Heating system in Bucharest and, at the same time, one of the most important electricity producers at the national level.
Previously, he was part of RADET (currently Termoenergetica) management, the operator of Bucharest District Heating networks.
He is experienced in internal control and good governance in Public Administration, Ethics, Communication and Negotiation, Critical Infrastructure, Change Management. He lectured on Ethics and Integrity, Negotiation and Public Policies. He addressed operational methods of information analysis in order to issue proposals for improvement in relation to identifying and assessing risks and weaknesses in the Public Administration sector. He holds an Executive MBA degree as a result of participating in the courses of INDE-CNAM Romanian-French MBA Program, and is currently a PhD student in Management at the Bucharest Academy of Economic Studies.

Ioan Iordache graduated from “Gheorghe Asachi” Technical University of Iași, Faculty of Chemical Engineering and Environmental Protection in 2000. He completed his master's degree in Environmental Management in 2001 and a PhD in Chemistry in 2007 at the same university. Mr. Iordache also completed a second PhD in the field of Industrial Engineering at “Politehnica” University of Bucharest in 2015.
During his doctoral studies, he had two Marie Curie Training Fellowships at the University of Oslo and the University of Bordeaux I. He was selected as Romania's delegate to the Group of Representatives of the Joint Undertaking Fuel Cells and Hydrogen (FCH JU) in 2010 and was elected Vice-Chair of this group in 2015.
Dr. Iordache is the Director of the Technology Transfer Department of the National Research and Development Institute for Cryogenic and Isotopic Technologies - ICSI Rm. Vâlcea. His qualification and experience have focused on hydrogen technologies and environmental protection. He has solid experience in the field of sustainable development, including both R&D and industry.
Dr. Iordache is the author and co-author of 54 research papers and 5 specialist books. His scientific contribution also includes the participation in 124 conferences and 20 national and international research and development projects. He is a member of scientific committees and a member of several professional, scientific and technical associations.
Dr. Iordache is the Executive Director of the Romanian Association for Hydrogen Energy.

Mihai Moia is Executive Director of the Association for Promoting Energy Efficiency in Buildings – ROENEF in Romania, since 2018. Previously, Mr. Moia has been Secretary of State and President of the Environmental Fund Administration and Adviser in the General Secretariat of the Government within the Romanian Government. From 2011 until 2016, Mr. Moia hold a management position in the United Nations Development Programme in Romania, coordinating the Energy Efficiency portfolio and implementing energy efficiency projects at national level. Previously he developed his academic and consultancy career working for Deloitte, European Institute of Romania and Institute for World Economics.

Having an undergraduate degree, two masters, a PhD, a post-doctorate and executive courses accomplished in Europe and the US, the academic expertise is in corporate governance, business intelligence, AI, governmental development and regulating/deregulating energy markets. Alexandru is also an associate professor at the Department of Economics and Economic Policy from the Bucharest University of Economic Studies, teaching Microeconomics, Macroeconomics, Applied Macroeconomics, European Economics and Multi-level Governance and financing in the European system. For more than 17 years he is active in the private sector, being part of some Executive Boards in companies from Fortune 500 or the European equivalent in the sector of natural resources in Canada, Italy, Russia, Guatemala and Botswana, in the energy sector in Switzerland, France, Greece and Israel, in the banking and the IT sectors in the US, Great Britain and Spain, in the defense sector in Australia and New Zeeland and in the industrial construction/critical infrastructure sector in Romania. One of the main acomplishments in the sector of natural resources was the fact that he was part of the team that sold the second biggest flawless diamond in history, the Lesedi La Rona diamond (translated from tswana: „Our light”), between Lucara Diamond Corporation and Graff Diamonds (a 53 million USD transaction, closed on 26th of September 2017). For the entrepreneurial spirit and versatility brought to business at European level, he received from Business Elite Awards the „40 under 40” Award at European level for the year 2020 and was nominated as CEO of the year for the year 2020 by The World CEO Rankings. He is an economic expert and consultant for many economic and business TV shows in Romania and the United States of America and also member of some international business and academic organizations, like the American Economic Association.

Mr. Zoltan Nagy – Bege has more than 10 years experience working on energy regulatory activities since 2007 as General Director for gas market, regulations for electricity, renewables, energy efficiency and cogeneration. Also he was involved on approving the Romanian Energy Regulatory Authority (ANRE) regulations as member of the Regulatory Board of ANRE for 5 years.
Since October 2017, Mr. Zoltan Nagy – Bege was appointed as ANRE Vice-President for 5 years term by the Romanian Parliament and he is the Head of the Energy Efficiency Department within ANRE.
ANRE is an autonomous administrative body under Parliamentary control, entirely self- financed and independent as regards its decision-making process, organisation and functioning, whose scope of activity is to issue, approve and monitor the implementation of the national-wide binding regulatory framework required for the proper functioning of the electricity, heat and natural gas sectors and markets in terms of efficiency, competition, transparency and consumer protection.
Prior to working to the Romanian Energy Regulatory Authority (ANRE), Mr Zoltan Nagy- Bege has an important activity since 2000 on managing companies and being member on regulatory board for the Romanian administration.
He graduated the Economical Sciences and Management from Babes - Bolyai University from Cluj Napoca in 2000 and took part in several training programs in management like CODECS – The Open University Business School in 2008-2009.
In the context of the national and European energy targets, Mr. Zoltan Nagy-Bege has carried out an important role regarding the implementation of the current energy legislation and elaborating the secondary regulations, by promoting the constructive dialogue with all the stakeholders in the energy regulatory activity and the sustained dissemination of the relevant energy legislation at national and European level.

Dr. Mirela Atanasiu activates as Senior Researcher within the Centre for Defence and Security Strategic Studies/“Carol I” National Defence University, Bucharest, Romania. She is mainly involved in studies related to security (particularly focused on Middle East and North Africa as strategic area of interest for Romania, but also in the broad field of national security). She has a multidisciplinary education (post-Ph.D. studies in crisis management, Ph.D. in Military Sciences and Information, MA in public communication).
In the 20 years of working in a research centre focused in the field of security and defence, she gained significant expertise in the transdisciplinary research of security risks and threats, as well as national, UN, EU and NATO juridical frameworks constructed around them. Her areas of interest also include phenomena as terrorism, extremism, insurgence and organized crime and their hybridization as result of the globalization process.
She was also selected as Expert in the EU Horizon 2020 “Secure Societies work programme 2018-2020” (2019, 2020) and Member of the Romanian UEFISCDI team of evaluators PNCDI III (Competitions 2017-2019). She is also affiliated researcher to the African Research Institute, within the „Doctoral School for Safety and Security Sciences”, Obuda University, Hungary, and acts as member of the scientific boards or peer-review teams of some national and international journals and conferences indexed in International Data Bases.

Mr. Levente Szász serves as a vice dean, since 2015, at the Faculty of Economics and Business Administration of the Babeș-Bolyai University in Cluj-Napoca, being responsible for the relationship of the faculty with the business sector, for international student competitions and for scientific research within the institution. He was also visiting professor of Supply Chain Management at the Catholic University of Lille (France) and taught Operations Management at the joint MBA program of the Fudan University (China) and the Corvinus University of Budapest (Hungary).
He has finished his doctoral studies in 2011 within the domain on Operations Management at the Babeș-Bolyai University, successfully completing doctoral courses at the Corvinus University of Budapest (Hungary) and the University of Cambridge (UK). He has worked for several years as a strategic and financial consultant at a local consulting firm, assisting foreign firms to enter the Romanian market.
He is also one of the coordinators of the “GTK – Business Consulting Club”, one of the most successful student organizations within the university, which has won several international awards and podium placements on global business case study competitions, including student competitions hosted by the Georgetown University (USA), the Norwegian School of Economics or Universidad Panamericana (Mexico).

MG Iulian BERDILĂ was appointed Chief of the Romanian Land Forces Staff on the 26th of March 2020. A native of Galați, Galați County, he graduated from the Field Artillery Officers School, Sibiu in 1992. His first assignment was as multiple launch rocket system (MLRS) platoon leader at the 16th Artillery Regiment. One year later, he joins the 2nd Infantry Battalion “Calugareni” as antitank platoon leader, fires support officer and then antitank battery commander.
During his service, he fulfilled several joint and multinational staff assignments, as the Chief of Staff and Deputy Chief of Staff for Operations in the 2nd Infantry Division, G-5 for the Land Component Command, Aide-de-Camp for the Chief of the Romanian General Staff and NATO integration planner for the Romanian Land Forces.
His operational experience includes deployments in Multi-National Force Iraq as Coalition operations planner in 2006 and in ISAF Afghanistan, as Battalion Commander with 1st Mechanized Brigade in Zabul Province in 2011. His previous command assignments include Commander of Headquarters Multinational Division South-East (2019-2020), Head of Strategic Planning Directorate (2017-2019), Commander of 81st Mechanized Brigade General Grigore Bălan (2015-2017), Commander of 2nd Infantry Battalion Călugăreni (2010-2012).
MG BERDILĂ holds a Bachelor of Science (BS) from the Romanian Land Forces Academy, a Master of Military Arts and Science (MMAS) degree in Theater Operations from the US Army School of Advanced Military Studies since 2005. He also earned a Master of Strategic Studies degree from the US Army War College in 2014. He attended several career courses to include the US Army Command and General Staff College, Fort Leavenworth, USA in 2004, the US Army Field Artillery Captain’s Career Course in 2000 and the US Army Officer Basic Course in 1996, both in Fort Sill, USA. His national awards and decorations include the Romanian Military Command Virtue in Knight Rank, the Honor of Romanian Army (war signs) Emblem, the Honor of Romanian Army (in peacetime) Emblem, the In Service of Peace Merit Emblem and the Land Forces Emblem of Honor.
His allied and multinational awards and decorations are the NATO Non-Article V Medal, the US Bronze Star and the US Army Commendation Medal. As a sign of appreciation of the important results obtained in fulfilling the missions and for the contribution to the image of the Romanian Army, the President of Romania conferred on him, on the occasion of the National Day of Romania-2020, the National Order For Merit in the rank of Knight (military badge).

Rear Admiral (Upper Half) Mihai PANAIT, a native of Titesti, Arges, was born on 27th of March 1968.
Commissioned in 1991 as a lieutenant junior grade, his first assignments onboard ships were as minesweeper operations department head and later on as executive officer.
At squadron and brigade level, he served as operations officer, followed by the same position at brigade level. Upon National Defence University graduation, he was appointed commanding officer of minelayer “IOAN MURGESCU” (271), chief of staff and deputy commanding officer of MCM squadron.
From 2009 to 2013 he commanded "REGELE FERDINAND" (221) frigate while being deployed in various NATO and EU operations such as Active Endeavour (2010), Unified Protector (2011) and Atalanta (2012).
Additionally, Rear Admiral (UH) PANAIT was a Romanian Task Group commander during its first activation in 2013 and also in 2014 and 2016.
As a staff officer, he performed duties as head of EOD and Force Protection operations office to Naval Operational Component Command and deputy chief of staff for training to Fleet Command.
His first assignment as flag officer was as chief of staff of the Fleet Command and subsequently, he was promoted on December 01st 2017 to the rank of Rear Admiral (LH). On August, 1st 2019 he was assigned as Fleet Commander and on 1st December promoted to Rear Admiral (UH).
On July 1st, 2020, he was appointed as the Chief of the Romanian Naval Forces.
From January 1st 2018 he was acting Deputy Chief of the Romanian Naval Forces for Operations and Training, being appointed from June 15th 2018.
On August 1st 2019 he was promoted as Fleet Commander, and on August 15th 2020 he was named Chief of The Romanian Naval Forces.
A surface warfare officer by trade, he graduated from the "Mircea cel Batran" Naval Institute in 1991. His post graduation education includes Command Team Training Programme in Den Helder, NLD (2005), Naval Command College in Newport, Rhode Island, USA (2009), Joint Strategic Leadership Course in National Defence University “Carol I”, Bucharest (2014), Combined Force Maritime Component Commanders Flag Course in Naples, Italy (2017). He also graduated several career courses in Romania or abroad in the area of staff duties, units and brigade level command, security and good governance.

Claudiu is a perfectionist with a special touch for justice and fidelity where ethics, rules and responsibilities come first. Over the past 30 years Claudiu’s career took him around the world as a journalist, television producer and presenter, public relations strategist, professor, manager, and official government representative.
He posses excellent skills in institutional communication and journalism, PR, developed throughout professional experience as news presenter and news producer, spokesperson for the Government, director of communication and also as chief of diplomatic mission. Furthemore he holds advanced management and leadership skills, gained throughout different coordinating positions in media and public institutions, area related to media (managing the News & Current Affairs Department, Romanian Public Television, over 250 employees). Also he has proven records in administrative processes; lobbying and strategic negotiation; developing strategies of public communication.
From 2012 to 2017, Claudiu was the News Director at TVR, Romania’s public television, an enterprise with over $100 million in anual turnover and 2500 employees. The news organization coordinated by Claudiu includes a staff of 250 and a budget of more than four million euros per year. Each Sunday at 1.30 pm, Claudiu also produced his own life show, called „Ultima Editie” where he interviewed the most relevant figures in current affairs and international relations. Currently he is a senior member of the editorial team.
He was twice senior advisor for CEO, in charge with predictive behavioral assessment and strategic communication in National Company for Road Infrastructure Administration (2019) and prior to that for Insurance Commissioner(2010). He also served as member of the Board in Electrica Transilvania Sud (2006), director of communication in Ministry of Youth and Sports (2009). From 2003 to 2005 he was appointed as Consul General to Romanian Consulate in Los Angeles, USA, overseeing diplomatic operations in 11 western states which had a GDP equivalent to India and Russia. From 2001 to 2003, Claudiu served as Press Secretary for the Romanian Government.
Claudiu has always had a keen dedication to civic duties and was a member of various boards of several non-profits organizations. He is a member of Romanian Union of Professional Journalist and previously served as Vice-president of CIADO for international relations, a prominent organization fighting against drug consumption.
Claudiu earned a degree in mechanical engineering (1993) from the UTCB and a PhD degree in sociology (2010) from the University of Bucharest. He also holds master degrees in political science (2008), national defense (2002) and has completed a Program for Senior Executives (2003) at Harvard University. Dr. Mirela Atanasiu activates as Senior Researcher within the Centre for Defence and Security Strategic Studies/“Carol I” National Defence University, Bucharest, Romania. She is mainly involved in studies related to security (particularly focused on Middle East and North Africa as strategic area of interest for Romania, but also in the broad field of national security). She has a multidisciplinary education (post-Ph.D. studies in crisis management, Ph.D. in Military Sciences and Information, MA in public communication).
In the 20 years of working in a research centre focused in the field of security and defence, she gained significant expertise in the transdisciplinary research of security risks and threats, as well as national, UN, EU and NATO juridical frameworks constructed around them. Ms Catrina has joined the executive branch as Secretary of State at the Romanian Ministry of Communications and Informational Society between 2017 and 2019. Here, she has dedicated her time to steering the complex preparations for Romania’s Presidency of the Council of the European Union (Jan-Jun 2019). Her mandate includes broader aspects of international relations and European affairs, as well as more specialized areas, such as cybersecurity, AI and satellite communications. In addition to handling the numerous European legislative files stemming from EU’s Digital Agenda for Europe and representing Romania at the Transport, Telecommunications and Energy Council, she also coordinated a number of high level national groups tasked with ensuring the security and resilience of Romania’s IT and telecommunications infrastructure.
Ms Catrina who was nominated among top 50 Women of Influence in Cyber-security in Europe is passionate about digital transformation and promoting women in technology.

A graduate of the Ecole Centrale Paris, he worked at the French Foreign Trade Delegation to Hong Kong (1977-1978) before joining French railways SNCF in 1978, where he held various responsibilities including Director of the SNCF General Delegation in North America and Chief Executive of French Railways UK Ltd in Britain. He then joined the SNCF Freight Department where he successively managed the Coal-Steel Business Unit and the Human Resources, Data Processing and Finance Department before being appointed Chief Executive of SNCF Freight International (2001) and from 2001 to 2009 Chairman and CEO of SNCF International and SNCF Director of International Development.
In March 2009, Jean-Pierre Loubinoux was appointed Director-General of the International Union of Railways (UIC).
Until 2019 he has contributed to develop UIC into the worldwide association representing the rail sector and encompassing 240 railways across all the continents.
In addition, Jean-Pierre Loubinoux has held responsibilities in a large number of institutions and associations: French Foreign Trade Advisor and Chairman of the Transport Committee, Chairman of the Medef International France-Argentina Committee, Vice-Chairman of the Ecole Centrale Association, Chairman of AFFI (the French association of railway engineers and managers), Member of the Chartered Institute of Transport and Member of the Board of the US High Speed Rail Association, and since summer 2014 member of the High Level Advisory group , advising Secretary General of UN.
JP Loubinoux is now Honorary CEO of UIC, Honorary Chairman of AFFI, Honorary Director of the French railways, and has accepted several European associations mandates.
He is also a writer of poetry and a painter.

Marc Guigon is Passenger Director at UIC (International Union of Railways)
He joined UIC in June 2012 and is responsible for Passengers Activities, including development of High-Speed Rail in the world, Railway Stations, Ticket Distribution, Regional and Commuter Train Services and Tourism in Trains.
He is also coordinator of UIC Latin-American Region, involved in the development of rail in these countries, and coordinator of the UIC Covid-19 Task Force which comprises 70 UIC members and 18 International organisations.
Prior to joining UIC, Marc worked for the office of the French Prime Minister, responsible for French national policies of transport in the field of spatial planning: including railways, roads, urban transport, airports, ports and waterways.
Lastly, Marc has a solid background in Railway Activities having managed rolling stock workshops, research teams, and freight departments.

Georges Durdilly is, since 2019, the Airbus Head of country in Romania, responsible for the three divisions present here: Helicopters, Commercial and Defence and Space, managing also Airbus’ business in Moldavia and Bulgaria.
Mr. Durdilly is currently Managing Director of Airbus Helicopters Romania and General Manager of Airbus Helicopters Industries, both located in Brasov.
His present roles rely on an extensive experience that he built in Airbus along many years. Before joining the Romanian team, he was NH90 Programme Support Officer, a position which came to crown his broad activity in various Airbus development programs in France and Germany: NH90 Product Support Deputy Director, Service Chief Engineer for the NH90 fleet, Head of TIGER Programme Support Section in OCCAR Tiger Division, Head of New Generation Helicopters Fleet (Tiger, NH90, EC 725) in SIMMAD and several other top missions.
Mr. Durdilly is an engineer and graduate of numerous technical, military and management trainings, being a qualified military helicopter pilot and maintenance officer, as well as (r) Lieutenant- Colonel in the French Army aviation.
