Involved in the activity of starting projects and carrying out road safety contracts for the existing road network. Mr. Paul Teodor MARC is a young specialist in the road field.
He attended the courses of the specialization Railways, Roads and Bridges at the "Politehnica" University in Timișoara. After completing the bachelor's cycle, he followed the master's degree in "Transport infrastructures".
He completed his doctoral studies at the Politehnica University of Timișoara, being included in a doctoral scholarship program co-financed by the European Social Fund - Project POSDRU/6/1.5/S/13. In 2009, he signed a co-tutorship agreement with the University of Artois in France in the field of civil engineering, where he also completed a doctoral internship. He publicly defended his doctoral thesis entitled "Design and realization of high-performance road structures", in December 2011, obtaining the title of "doctor" with double recognition, in the field of Civil Engineering.
He began his work within the academic staff of the Department of Overland Communication Ways, Foundation and Cadastral survey of the Faculty of Civil Engineering in Timișoara in 2012 and is an associate professor since 2022.
During this entire period, in addition to the didactic activity, he also took care of the research part, which is materialized through a number of 38 scientific papers in ISI indexed journals and conferences and 16 scientific papers indexed in BDI. At the same time, he participated in more than 20 applied research contracts, of which he coordinated 12 contracts from the position of director. He was involved in the research grant "Integrated technology for the preparation of ecological composite asphalt mixtures with the addition of processed compounds" PN II - PT - PCCA2013 Research Direction D3 Environment.
From the point of view of belonging to various professional associations, he is actively involved in the Romanian Professional Association of Roads and Bridges and in the World Road Association – PIARC.

Florin Suicescu is the Chief Operating Officer (COO) of Forty Management and has over 30 years of managerial experience, having held senior positions in the real estate and hotel markets. Florin has contributed significantly to the development of some of the most sophisticated projects in these sectors, including Central Residential Park, Corinthia Grand Hotel du Boulevard, Swissotel Bucharest.
Within Forty Management, Florin is actively involved in the European scale up strategy of Lagoon City, the most complex green urban reconversion project initiated in Central and Eastern Europe. Florin will also contribute to the implementation of the Central District Hotel Bucharest - The Crest Collection by Ascott in downtown Bucharest.
A graduate of the Academy of Economic Studies, Florin is highly experienced in managing complex commercial and financial issues, having acquired in-depth knowledge of the real estate and hotel fields. Irina has more than 16 years of experience in real estate and is sales director at Cordia Romania, a member of Futureal Group, one of the largest real estate developers in Europe.
Irina started her career in residential sales at Cordia in 2007, after five years of experience as Key Account Manager for Perfetti Van Melle, a manufacturer and distributor of sweets. Before returning to the Cordia team in 2019, Irina successfully collaborated with Coldwell Banker Moșilor.
Irina coordinates the sales of Cordia’s projects in Romania. In 2023, the company delivered the second phase of Parcului20, a residential project comprising 485 energy-efficient apartments located in the Expoziției area in northern Bucharest.
Parcului20 was the first project to be launched in the area and has made an essential contribution to the development of the local community. Residents have access to numerous amenities including integrated smart home systems, electric vehicle charging stations, and bicycle parking spaces. Mr. Nicolae Ciont’s educational background is in Railways, Roads and Bridges, graduating from the Technical University of Cluj-Napoca in 2009 as head of the class. He the obtained his Master’s degree in 2011, as well as his PhD in civil engineering, in 2015. He’s been an assistant professor since 2016 at his home university, teaching Traffic Engineering, Roads, Motorways and Airports to undergraduate, as well as graduate students. He attended over 30 national and international scientific conferences and is co-author of over 40 scientific papers. Mr. Ciont has also pursued a career in road and traffic engineering, contributing to different design stages. Since 2021, he’s been authorized by the Ministry of Regional Development and Public Administration as road projects technical verifier for quality, as well as technical expert in road engineering.

Specialized in project and financial management, Didier Balcaen has over 25 years’ worth of experience in the international construction and real estate market, 15 of which he spent in CEE and Romania in particular. He is a Belgian National that graduated with a Master’s degree in Building Management finished at De Nayer Institute in Sint-Katelijne-Waver, and another Master’s degree in Construction Engineering at IH BME University in Ghent.
After finishing his studies and 5 more years of general contracting experience in Belgium, Didier Balcaen explored other parts of the world for the next 5, as an expat project manager in U.A.E, Singapore, Saudi-Arabia, Indonesia, Qatar and Mauritius. After returning from his travels, he took the role of Chief Operations Officer in real estate development in Poland, Russia, and finally, he arrived in Romania, where he founded SPEEDWELL in 2015, together with his business partner and friend, Jan Demeyere.
He is currently CEO and Partner of SPEEDWELL, a full-service real estate development company with a focus on medium to large scale mixed-use residential, office, and retail projects in Romania. The current portfolio spans over Bucharest, Cluj and Timisoara and comprises of approximately 140,000m2 of offices and retail amenities, 6000 apartments, and 20,000 sqm of industrial space, totalling a value of roughly 1.3 billion euro. All these funds are managed by over 50 professionals in the SPEEDWELL team, covering all real estate specialities.
About SPEEDWELL
At the moment, SPEEDWELL has a large portfolio of projects in Romania. This includes the mixed-use project RECORD PARK, with 236 apartments and approximately 15.000m2 of commercial spaces in Cluj-Napoca, delivered in 2021. In Bucharest, the company is developing two residential projects, THE IVY featuring 800 apartments and TRIAMA RESIDENCE with 202 units. MIRO, an A-class office building, offering 23.000m2 of leasable office spaces has been delivered at the end of 2021.
Still in Bucharest, a newly announced project is THE MEADOWS, a new lakefront residential concept featuring townhouses and apartments in low-rise buildings in northern Bucharest.
Furthermore, in 2021, SPEEDWELL started the process of purchasing a 9-hectare land plot with the purpose of developing CityZen, a mixed-use ensemble in Bucharest, on Calea Grivitei. This is going to be a large-scale project that is going to double up the company’s portfolio.
In Timisoara, the mixed-use project, PALTIM, combines 236 residential units with A-class offices, retail spaces and two refurbished historical buildings.
In Ramnicu Valcea, SPEEDWELL manages RIVERSIDE CITY, a land development of 10ha with allotments to be sold for building a potential of up to 50 houses, 1.100 apartments and retail spaces.
SPEEDWELL has also delivered its first new industrial project in 2022, SPACEPLUS, offering extra storage and production space to SMEs that are expanding their business and is planning on expanding the concept in major cities of Romania.
The company’s pipeline also includes GLENWOOD ESTATE, new residential project located outside of Bucharest, on the lakeside, in Corbeanca and a recently announced project in Timisoara, similar to PALTIM.
