Csaba Bálint, CFA is a Board member of the National Bank of Romania (NBR). Before joining NBR in 2019, he spent 12 years at a CEE region universal bank in various positions. Initially, he worked in the field of risk management, where his main responsibilities included macroeconomic stress testing and credit scorecard developments. From 2014 to 2019, he worked as a macroeconomic analyst covering Romania. His research was recognized by international economic survey organizations, such as London-based Consensus Economics (Forecast Accuracy Award – 2018) and FocusEconomics (#1 Best Overall Forecaster – 2018, #2 Best Overall Forecaster – 2016) headquartered in Barcelona. He graduated Doctoral School of Finance and Banking (DOFIN) at the Bucharest University of Economic Studies in 2011 and passed the Level III exam of the CFA Program in 2016. He also lectures at Babeș-Bolyai University and Partium Christian University.

Mr. Danescu has over 25 years' experience in the banking and financial services industry. He
holds a bachelor’s degree in Economics from the Academy of Economic Sciences and earned
his EMBA from WU Executive Academy.
Mr. Danescu began his career in 1995 with the Ministry of Finance, working in financial
relationship area with International Financial Institutions. In 1996, he “embraced the treasury
activity” and became the Head of Money Market Foreign Exchange Department with a big stateowned bank.
In 2000, he joined a small privately-owned bank as Head of Treasury Division, later becoming
the First Vice President.
In 2008, he became the Executive President of the bank, making him one of the youngest bank
presidents in the country.
In 2011, the Romanian banking community has chosen Mr. Florin Danescu as the new
Executive President of the Romanian Association of Banks.
Since 2011, Mr. Florin Dănescu is the Romanian Association of Banks’s representative in the
Executive Committee of the European Banking Federation.

Stefano Gaetano Amoroso is Mediterranean Desk Coordinator in the International Corporates Department of UniCredit Bank in Romania since 2021, coordinating the Bank's commercial activities in relation to Corporates of Italian, French, Spanish, Portuguese, Greek, Israeli, Cypriot, Maltese and Gibraltarian origins. With 10 years of experience in the banking sector in Romania, particularly in the Corporate segment, he has been actively involved in cross-border business development, with a strong focus on banking solutions dedicated to multinational and international companies. Before moving to Romania, he activated in the International Development Cooperation field, collaborating with the United Nations Development Programme, the United Nations Industrial Development Organization, and various Italian NGOs, in Togo, Burkina Faso and Jordan. He holds an Undergraduate Degree in Management of Public Administration and International Institutions from Bocconi University in Milan, a Master of Science in Economics and Management of Public Administration and International Institutions from Bocconi University in Milan, and a Master of Science in International Affairs from Sciences-Po Paris.

Sub conducerea sa, FNGCIMM a lansat si deruleaza pentru al patrulea an consecutiv, cel mai mare program dedicat IMM-urilor din ultimii 30 de ani - IMM INVEST ROMANIA. Amploarea programului IMM INVEST PLUS și rezultatele activității de garantare în perioada 2020-2023, reprezintă un record european, cele peste 71.000 de garanții în valoare de peste 46,4 mld. lei, susținând finanțări de peste 54,8 mld. lei.

Dumitru Nancu, the general director of the National Credit Guarantee Fund for Small and Medium Enterprises (FNGCIMM) and Vice-President of the European Association of Guarantee Institutions (AECM) has accumulated a professional experience in management positions of over 18 years in the field of development, implementation, monitoring and coordinating financing, guarantee, credit and state aid programs for the SME sector.
Under his leadership, FNGCIMM launched and is still successfully running for a fourth consecutive year, the largest program dedicated to SMEs in the last 30 years - IMM INVEST ROMANIA. The scale of IMM INVEST PLUS program and the results of the guarantee activity during 2020-2023, represent a European record, with more than 71,000 guarantees granted worth more than 46.4 billion lei, supporting financing of more than 54.8 billion lei.

Petre Tulin is the General Director of the Bank Deposit Guarantee Fund (FGDB) since December 2016.
He has extensive experience in the banking field after a career of over 30 years in top management and leadership positions both in credit institutions and in the National Bank of Romania.
A graduate of the Academy of Economic Studies - Faculty of Planning and Cybernetics, Bucharest, he started his career in 1991 as a central banker in the field of supervision and continued as deputy director of the Financial Policies Department and director of the Regulation and Licensing Department.
Between 2005 and 2015, Petre Tulin held the positions of CEO and Chairman of the Board of Directors in three credit institutions.
Over the years, he attended technical and management courses at prestigious institutions such as: Federal Reserve System / World Bank, Jesus College - Cambridge, International Monetary Fund, Bank for International Settlements.

With significant experience in banking and electronic payments, Cătălin Creţu has a solid expertise in management and financial operations in several geographic areas. After studying at renowned universities in the US and Europe and working at HSBC Bank USA in New York, Cătălin Creţu returned to Romania in 2004 to head the local office of Visa.
As General Manager of Visa for Romania, Croatia, Slovenia and Bulgaria, Cătălin is directly involved in the development and implementation of business plans and market strategies for Visa in the four countries, the coordination of operational activities in the field of payment technologies and supervising communication and government relations.
Cătălin Creţu holds a PhD in International Relations at New York University, as well as a M.A. in International Affairs at the School of International and Public Affairs, Columbia University.

Ioana Petrescu is a Senior Fellow at the Mossavar-Rahmani Center for Business and Government and the President of Simply Green, a Romanian environmental NGO. Dr. Petrescu is a former Romanian Finance Minister. While minister, she pursued policies to cut tax evasion and tax avoidance, promote financial transparency, improve tax compliance, lower the tax burden for businesses and keep fiscal discipline. She also served in the government as an economic adviser to the prime minister and head of his delivery unit, where she monitored the implementation of the prime minister’s priorities in procurement, employment, energy and tax compliance. She is an international consultant on issues such as tax reform, central government delivery and local public services and runs the Center for Leadership and Innovation at the National School of Political Science and Public Administration in Bucharest. In the past, she also served as an expert for the European Economic and Social Committee in Brussels. She was an Assistant Professor at University of Maryland and she holds a Ph.D. in economics from Harvard. She published in various academic journals and newspapers. Her 2017 book, Essays in Taxation and International Relations, analyzes issues such as flat taxation and government revenues. Ioana’s research project, Making Public Policy in Adolescent Democracies: Paths to Adulthood, explores good practices in the delivery of public goods and services in new democracies characterized by corruption and clientelism, low paid bureaucrats, poor institutions, frequent political turnover, unclear legislation, and little transparency.
