Silvia Vlăsceanu is a graduate of Power Engineering Faculty of Bucharest Polytechnic University and of the Faculty of Commerce from the Academy of Economic Studies. She also holds a PhD degree in the field of power engineering, conferred by the Polytechnic University of Bucharest in 2012.
The professional path includes, among others: junior engineer at a company in the energy sector, expert at Investment Directorate of Chamber of Deputies, competition inspector at the Competition Council, Parliamentary counselor at the Committee for Industries and Services of Chamber of Deputies, general director of the Federation of Associations of Energy Utility Companies - ACUE (2008 - 2021) and executive director of HENRO – Association of Electricity Producers, starting September 2021.
She continuously improved her expertise by following post-graduate professional training and by being an active participant at various conferences, workshops and seminars at national and international level.
Mrs. Vlăsceanu has been since more than 13 years a member of Advisory Board of Romanian Energy Regulatory Authority (ANRE), member of the Economic and Social Council of Romania, and she was also vice-president of Employers Confederation CONCORDIA.
In parallel, she has also teaching experience, for the last few years has taught at the Polytechnic University of Bucharest, and has also collaborated with various authorities, organizations, research institutes (ICPE, Romanian Academy, UNDP, Romanian Committee of WEC etc.) in conducting studies, assessments and reports related to energy sector and the impact concerning the economic sector.

Mr. Laurențiu Urluescu is the President of the Association of Energy Suppliers in Romania - AFEER since 2021.
During his career, Mr. Urluescu had the opportunity to work in both state and private sectors, to represent companies and the country in numerous international working groups and to contribute to the implementation of a fair electricity market in Romania. Since 2009, he leads the activity of the GEN-I group in Romania.
Even though after graduation he choose a technical path in the field of electricity, after reaching a maximum level of technical coordination, Mr. Laurentiu Urluescu decided to make a career change and "attack" the commercial side. He dedicated himself to the implementation of a market mechanism for balancing the production with the consumption of electricity and launched the "balancing market" in the new structure of the electricity market in Romania.

CLAUDIU CRETU is the General Manager of ELCEN since September 1st 2023, after having held the position of Special Administrator of this company between July 2017-June 2021. Electrocentrale București SA (ELCEN) is the main supplier of heat for the centralized district heating system of Bucharest and, also, one of the most important electricity producers at the national level. The company operates four CHP plants located in Bucharest.
Claudiu CREȚU has a professional experience of approx. 10 years in the energy sector, and his efforts are primarily focused on supporting and developing the district heating system which is currently the most efficient and least polluting heating and cooling solution for high-density urban areas.
As General Manager of ELCEN, Claudiu Crețu coordinates the entire activity of the company with the aim of increasing the quality and efficiency of the electricity and heat production activity, his main priority being to develop investment objectives for modernizing and implementing new CHP plants in ELCEN in line with the national and European energy and climate targets.
Developing an integrated modern, highly efficient, low carbon centralized heating/cooling system is part of Claudiu Crețu efforts within the system. His strategic vision for the district heating system is based on an unitary approach by creating a strong and stable relationship between the energy production side and the transmission/distribution side, thus improving coordination and responsibility and generating better decisions and solutions in favour of energy supply.

Cosmin Dumitrescu is a career diplomat and the Consul General of Romania in Los Angeles. He has been appointed in the position since the end of March, 2017. The main priority of his mission as the senior diplomat of Romania on the West Coast of the United States of America is the consolidation of the Strategic Partnership between Romania and the United States of America. A special focus of his activity as the Consul General of Romania is to enhance the level of bilateral cooperation in the framework of the economic and academic dimensions of the Strategic Partnership. His consular territorial competence include the states of Utah, California, Arizona, New Mexico, Wyoming, Colorado, Montana, Idaho, Oregon, Nevada, and Washington.
As a result of excellence in his diplomatic and consular activity Hon. Cosmin Dumitrescu was elected in 2019 Chairman of the Committee of the European Union Member States Consuls General in Los Angeles. Under his leadership, the Committee of the E.U. Consuls General in Los Angeles significantly enhanced the level of transatlantic cooperation not only in politics, economic and cultural fields in 2019, but also by finding the best solutions for saving lives and overcoming unparalleled difficulties in the first period of the COVID19 pandemic.
Cosmin Dumitrescu has been included in Marquis Who's Who in America in 2021 for excellence in international diplomacy, As in all Marquis Who's Who biographical volumes, Mr. Dumitrescu’s profile has been selected on the basis of current reference values such as position, noteworthy accomplishments, visibility, and prominence in the field of diplomacy.
Hon. Cosmin Dumitrescu has recently been honored by Marquis Who’s Who in America with the Distinguished Worldwide Humanitarian Award for his valuable contribution to rescuing and providing relief to endangered people blocked on the cruise ship on the Pacific during the first months of the COVID10 pandemic.
Prior to heading the L.A. Romanian consular team as Consul General of Romania in Los Angeles, Dumitrescu served as Consul General and head of the consular office of Romania in Trieste – Italy (2012-2017), Consul General and head of the consular office of Romania in Castellon de la Plana – Spain (2011-2012), Head of the National Center of Diplomatic and Service Passports Ministry of Foreign Affairs – Romania (2010-2011), Head of the Consular Section of the Embassy of Romania in Rome – Italy (2004-2009), and diplomat in the Romanian M.F.A. – Bucharest (2003-2004).
Between 2009 and 2011 Consul General Cosmin Dumitrescu represented Romania in the E.U. workgroups for national experts of Council of E.U., VISA WP- Bruxelles, in the VISA Committee of the European Commission as a national expert - EU Visa Code implementation ruling and monitoring – Bruxelles, as associate professor for consular specialization to the consular, diplomatic and administrative members of M.F.A. personnel and at the Romanian Diplomatic Institute, and was the representative of the Consular Department in the M.F.A. workgroup for monitoring and assistance of Romanian citizens victims of piracy.
Cosmin Dumitrescu is a law school and foreign languages and literatures graduate and holds a PhD in Management (Disaster and Emergency Situations Management) from the University of Craiova. He and his wife Mirela, who is a Romanian career diplomat as well, have two children, ages 15 and 18.

Being empowered by the shareholders, as the CEO of the group, in a few months, he set up a management team; restructured the group on international level (developing the best tax corporate structure); brought in the corporate culture and standards; also developed new businesses in different industries.
One year later he has started the political career, gradually holding positions as Member of the Parliament, Deputy Prime-minister and Minister of Economy, and finally as Speaker of the Moldovan Parliament.
Being in politics, he has gotten better understanding of public affairs, strongly improved his communication and public appearance skills and built strong and trustful relationship with foreign political leaders, prominent businessmen and notorious think-tankers.
