Silvia Vlăsceanu is a graduate of Power Engineering Faculty of Bucharest Polytechnic University and of the Faculty of Commerce from the Academy of Economic Studies. She also holds a PhD degree in the field of power engineering, conferred by the Polytechnic University of Bucharest in 2012.
The professional path includes, among others: junior engineer at a company in the energy sector, expert at Investment Directorate of Chamber of Deputies, competition inspector at the Competition Council, Parliamentary counselor at the Committee for Industries and Services of Chamber of Deputies, general director of the Federation of Associations of Energy Utility Companies - ACUE (2008 - 2021) and executive director of HENRO – Association of Electricity Producers, starting September 2021.
She continuously improved her expertise by following post-graduate professional training and by being an active participant at various conferences, workshops and seminars at national and international level.
Mrs. Vlăsceanu has been since more than 13 years a member of Advisory Board of Romanian Energy Regulatory Authority (ANRE), member of the Economic and Social Council of Romania, and she was also vice-president of Employers Confederation CONCORDIA.
In parallel, she has also teaching experience, for the last few years has taught at the Polytechnic University of Bucharest, and has also collaborated with various authorities, organizations, research institutes (ICPE, Romanian Academy, UNDP, Romanian Committee of WEC etc.) in conducting studies, assessments and reports related to energy sector and the impact concerning the economic sector.

Bogdan Chirițoiu is the President of the Romanian Competition Council since 2009.
In 2019, Mr. Chiritoiu became member of the Administrative Board of the European Agency for the Cooperation of Energy Regulators. From 2005 to 2008 he has served as Presidential Advisor on Economic Affairs and Public Policy and, between 2008-2009, he was Presidential Advisor on Planning and Political Analysis. Between 2005 and 2009, Mr. Chiritoiu was Head of the Romanian Delegation to the EU Economic Policy Committee.
He holds, since 2008, a PhD in Economics (International Economic Relations) at the Academy of Economic Studies in Bucharest, developing a thesis on Public Health Insurance Systems in the CEE States. Bogdan Chiritoiu has a MA in political science (Central European University, Budapest, 1997) and a MSc in European Studies (London School of Economics and Political Science, 1998).
Dr. Bogdan Chiritoiu has also been lecturer on Public Administration and European Studies at the University of Bucharest, since 1999. He is member of the some of the most important Romanian and European think tanks: Romanian Society of Political Science, the Network of Institutes and Schools of Public Administration in Central and Eastern Europe – NISPA CEE, the Aspen Institute of Romania and the Romanian Academic Society.
Mr. Chiritoiu is lecturer on Economics and European Studies at the University of Bucharest since 1999.

Starting with December 25, 2021, Mr. Gabriel ANDRONACHE holds the position of Directorate Chairman of National Power Grid Company Transelectrica SA.
Mr. Gabriel Andronache took over this position having a vast managerial experience in the administrative, public and private fields, as well as in the energy industry. At the same time, Mr. Andronache was part of the listing commissions on the stock exchange for strategic companies in the Romanian energy sector, such as Transgaz, Nuclearelectrica and Romgaz. His expertise in the energy industry is also defined by the activity carried out in the supervisory boards of several companies in the electricity value chain. Mr. Andronache was Supervisory Board member of Electrica SA (2013), Supervisory Board member of ENEL Distribuție Banat SA (2014 - 2015) and Supervisory Board member of Hidroelectrica SA Bucharest (2017-2019).
Mr. Gabriel Andronache began his career as an officer in the Ministry of National Defense (1997-2008), then consolidating his experience through various key positions in the central public administration: head of the Minister of Economy, Trade and Business Environment’s office (2014- 2015), advisor to the Office of Commercial and Economic Promotion, Romanian Embassy in Paris (2015-2017), President of the Interministerial Council for the application of state aid policy to the Romanian Government (2017 - 2018). Also, between 2017-2018, he held the position of state advisor in the Prime Minister’s working apparatus.
Mr. Andronache joined the executive management team of NPG Co. Transelectrica SA, from the position of Director of development, strategy and international affairs at Safe Tech Innovation.
Licensed in Judicial Studies, Gabriel Andronache graduated from the “Alexandru Ioan Cuza” Police Academy in Bucharest, followed by postgraduate studies in Public Law and Administrative Sciences at the Faculty of Law, University of Bucharest, as well as the Security and Good Governance course at the National Defense College (2014).

Marco Pezzaglia is founder and principal of Energy Professionals Group. He’s graduated in electrical engineering at the Polytechnic of Milan in 1993 and began his career in the field of modeling and studies of electrical systems to “Centro elettrotecnico sperimentale italiano” (CESI) dealing with issues related to the liberalization of the electricity system. In 2001 he joined the “The Regulatory Authority for Electricity and Gas” and in 2003, he was nominated as Head of the Electrical Networks dealing, in particular, with the terms and conditions for access to the electricity networks of production facilities and consumes (connection and dispatching rules) and network usage of interconnection with neighboring countries.
On January 1st 2007 he assumed the position of Head of the Renewable sources, energy production and environmental impact at the Department of Markets, where he worked actively on issues regarding the assessments on the development of renewable energy sources and access to system and electricity market in the production of electricity from renewable sources.
Since early 2010 performs professional and strategic advisory services in the energy sector, specifically on the major green economy associations, with particular relevance to the technical and regulatory issues. Mr. Zoltan Nagy – Bege has more than 10 years experience working on energy regulatory activities since 2007 as General Director for gas market, regulations for electricity, renewables, energy efficiency and cogeneration. Also he was involved on approving the Romanian Energy Regulatory Authority (ANRE) regulations as member of the Regulatory Board of ANRE for 5 years.
Since October 2017, Mr. Zoltan Nagy – Bege was appointed as ANRE Vice-President for 5 years term by the Romanian Parliament and he is the Head of the Energy Efficiency Department within ANRE.
ANRE is an autonomous administrative body under Parliamentary control, entirely self- financed and independent as regards its decision-making process, organisation and functioning, whose scope of activity is to issue, approve and monitor the implementation of the national-wide binding regulatory framework required for the proper functioning of the electricity, heat and natural gas sectors and markets in terms of efficiency, competition, transparency and consumer protection.
Prior to working to the Romanian Energy Regulatory Authority (ANRE), Mr Zoltan Nagy- Bege has an important activity since 2000 on managing companies and being member on regulatory board for the Romanian administration.
He graduated the Economical Sciences and Management from Babes - Bolyai University from Cluj Napoca in 2000 and took part in several training programs in management like CODECS – The Open University Business School in 2008-2009.
In the context of the national and European energy targets, Mr. Zoltan Nagy-Bege has carried out an important role regarding the implementation of the current energy legislation and elaborating the secondary regulations, by promoting the constructive dialogue with all the stakeholders in the energy regulatory activity and the sustained dissemination of the relevant energy legislation at national and European level.

Filip Cârlea works as a senior researcher at the Centre for Renewables Energy Promotion and Energy Efficiency from National Institute for Economic Research, Romanian Academy. CLAUDIU CREȚU is involved in activities aimed at optimizing and ensuring the continuity of the centralized heat supply service in conditions of energy efficiency.
In this regard, he coordinates, starting with 2017, the reorganization and restructuring process of ELCEN, a company in insolvency, the main supplier of heat and hot water for the District Heating system in Bucharest and, at the same time, one of the most important electricity producers at the national level.
Previously, he was part of RADET (currently Termoenergetica) management, the operator of Bucharest District Heating networks.
He is experienced in internal control and good governance in Public Administration, Ethics, Communication and Negotiation, Critical Infrastructure, Change Management. He lectured on Ethics and Integrity, Negotiation and Public Policies. He addressed operational methods of information analysis in order to issue proposals for improvement in relation to identifying and assessing risks and weaknesses in the Public Administration sector. He holds an Executive MBA degree as a result of participating in the courses of INDE-CNAM Romanian-French MBA Program, and is currently a PhD student in Management at the Bucharest Academy of Economic Studies.

Cristian Dinca was born on June 23, 1975, and raised in Bucharest, Romania. He graduated University Politehnica of Bucharest – Faculty of Energy in 1999. He has a Ph.D. degree in optimization of different energy systems at University Politehnica of Bucharest, Faculty of Power Energy, in co-tutelage with the National Institute of Science Application INSA Lyon (France). Dr. Dinca has published almost 80 articles in international journals, 32 of which are ISI rated; he has been an “invited speaker” at 8 International Conferences and co-author of over 45 papers presented. He initiated and oversees the Programme for International Student Assessment (PISA) and other international instruments that have created a global platform for policy-makers, researchers and educators across nations and cultures to innovate and transform educational policies and practices.
He has worked for over 20 years with ministers and education leaders to improve education. Former U.S. Secretary of Education Arne Duncan said that Schleicher “understands the global issues and challenges as well as or better than anyone I’ve met, and he tells me the truth”. Former UK Secretary of State Michael Gove called Schleicher “the most important man in English education” – even though he is German and lives in France.

Tova is a Sabra, born in Rehovot, Israel, from Jewish parents of Romanian origin, survivors of Holocaust, and her life bears the mark of destiny. She came to Romania as official delegate of the Jewish Agency for Israel on 14th December 1992.
Being in charge with the cultural and emigration issues for Israel, Tova established the Tnuat Aliyah Romania, the first Jewish youth club in post-revolutionary Romania that spread throughout Romania with a national leadership program.
Soon afterwards, she was appointed representative of the World Jewish Restitution Organization having a strong collaboration with the Romanian authorities and the Jewish Federation in Romania.
Tova established Caritatea Foundation together with Academician Nicolae Cajal, Ambassador Naftali (Lau) Lavi and General Moshe Nativ. The restitution process in Romania was a model to be followed by other countries and it benefited from the strong collaboration, agreement and understanding with the authorities. The results are visible today in the manner in which Caritatea Foundation manages the returned Jewish properties. Caritatea Foundation also managed the humanitarian help with financing from Swiss Funds.
In 1995 Tova met Ambassador Ronald S. Lauder on his short visit to Romania and also introduced him, on request, to the youngsters in the Tnuat Aliyah club. The meeting triggered Mr. Ambassador’s idea to establish a kindergarten and a school as part of his commitment to the revival of the Jewish life in Central and South-Eastern Europe and his unhindered mission in education of the young generations.
In 1997, Tova established the Lauder-Reut kindergarten with a total of 35 children under the guidance of the Ronald S. Lauder International Foundation, New York, and under the umbrella of the Ronald S. Lauder Foundation Romania, currently known as the Reut Foundation, whose presidency she holds. And in 2016, Ambassador Lauder granted the autonomy of the school for reaching and surpassing the quality criteria in education initially set.
A Quarter of a Century Later…
Wonderful and challenging years have passed since Tova came to Romania with a different mission and a temporary mandate. And here she is now, still in Romania, with more than two decades behind and others hopefully ahead, with over 2,200 students in the Laude-Reut kindergarten, elementary, junior and senior high school whom are taught diplomacy, business, public speaking, debate, 8 different foreign languages, media and communication, robotics and cybersecurity. Laude-Reut takes pride in 100% successful Baccalaureate promotions with all our alumni studying in prestigious universities in Europe, United States of America, Romania and Israel.
Along these twenty-five years, the Laude-Reut name has become a highly distinctive brand in pre-university education, with a reputation of quality and excellence, a real Interdisciplinary Academy of the Future. Professor dr. habil. Florina Pinzaru is Dean of the Faculty of Management of the National University of Political Studies and Public Administration (SNSPA), Bucharest, Romania, where she teaches Management, Organizational Design in the Digital Age, and Strategic Marketing. Florina Pinzaru holds a PhD in Economics and International Business from the Bucharest Business University ASE, a MA in Strategic Marketing, a BA in Economics and International Business from the same university, a BA in Communication and Public Relations from the National University of Political Studies and Public Administration SNSPA and she was Visiting Student at Sciences-Po Paris. Florina Pinzaru has more than 10 years of experience as consultant and trainer in Management and Marketing for important Romanian enterprises and multinational corporations in furniture, energy and utilities. As a researcher, Florina Pinzaru managed the Center for Research in Management of Leadership (2013-2017) and was involved in various research projects on topics such as: the economic development of Romania; the profile of the digital natives at work; the teaching of program management strategies; the development of knowledge management for SMEs etc. She published more than 20 Web of Science indexed papers in prestigious journals and proceedings of international conferences, and numerous other academic papers, books, and chapters, in Romania and abroad.

Radu George Ciorap is currently a full professor at the "Grigore T. Popa" University of Medicine and Pharmacy, Faculty of Medical Bioengineering, and is coordinator of Biomedical Instrumentation and Hospital Medical Equipment courses.
He is a graduate of the Faculty of Electronics and Telecommunications within the “Gh. Asachi” Technical University from Iași (1996) as well as master and Ph.D. programs from the same university.
His main research interests include designing and testing medical devices for measuring physiological parameters and for medical recovery. He has published eight books and book chapters in publishing houses in Romania or abroad and is the author or co-author of over 150 scientific articles. He has been a project manager or member of the implementation team for 25 research or educational projects.
He has held several management positions in „Grigore T. Popa” University of Medicine and Pharmacy Iași, at the faculty or university level. He was Scientific Secretary (2000-2008) and Vice Dean (2008-2012) of the Faculty of Medical Bioengineering and Vice-Rector responsible for International Relations and Academic Partnerships (2015-2016).
He is the representative of the University of Medicine and Pharmacy "Grigore T. Popa" Iasi - Faculty of Medical Bioengineering, as a founding member, in General Council of the European Alliance for Medical and Biological Engineering (EAMBES) where he was a Board Member - Academic Division in 2006-2010. From this position, he had active participation in the BIOMEDEA project (Biomedical and Clinical Engineering Education, Accreditation, Training, and Certification), through which the guidelines on bioengineering / biomedical engineering and clinical engineering education were drawn up at the European level.
He had an active and essential contribution in the Faculty of Medical Bioengineering development and in the adaptation of the curriculum of bioengineering specialization to international standards.
He is a member of the Institute of Electrical and Electronics Engineers - Engineering in Medicine and Biology Society (IEEE-EMBS) and a founder member of the IEEE-EMBS Romania Chapter. He is Vice-President of the Romanian Society of Medical Bioengineering.

Maria-Iuliana Dascalu is vice-dean at the Faculty of Engineering in Foreign Languages, University POLITEHNICA of Bucharest since 2016 and associate professor in the field of computers and information technology.

Ștefan-Adrian Roșeanu is the President of the Romanian Railway Reform Authority, independent body under the coordination of the Ministry of Transport and Infrastructure (MTI).
With almost two decades of experience in rail and urban public transport, as well as project management, Mr. Roșeanu has worked in consultancy provided by companies in Romania and Austria. Many of the projects coordinated included services provided for the European Bank for Reconstruction and Development and the European Investment Bank.
Mr. Roșeanu has also served in management and advisory capacities for state entities. As such, he was CEO of SNTFC CFR Călători SA, the incumbent rail passenger operator in Romania and an advisor to the leadership of the MTI, as well as the Bucharest–Ilfov Public Transport Authority.
During his career, Mr. Roșeanu had multi-annual collaborations with professional bodies like the Romanian Association for Metropolitan Mobility, the Romanian Railway Industry Association and the Railway Pro platform of Club Feroviar. He is also a member of the UN ECE Working Party on Transport Trends and Economics.
Mr. Roșeanu holds a M.Sc.in Transportation Civil Engineering, from the Technical University of Civil Engineering of Bucharest, as well as a BA and a MA in History, from the University of Bucharest. He is also the co-author of several publications related to investments in public transportation, urban planning and sustainable mobility.

He developed two new technologies in the field of spatio-temporal resolved laser spectroscopy. The first consists in the realization of a laser installation that allows chemical identification, spatial and temporal characterization, analysis of physical transformations in the free atmosphere. This installation can identify traces of high altitude pollutants, analysis of physico-chemical phenomena over very short time intervals. The second installation is one dedicated to the research of the interaction of high power laser pulses with matter in various states of aggregation, in conditions of controlled atmosphere (simulation chamber). The installation allows the spectral characterization of laser ablation particle species with high spatial and temporal resolutions, obtaining thin layers with special physico-chemical properties (required in high energy accelerators at FAIR, Germany). These two research directions related to climate, environment and pollution, respectively the obtaining and characterization of new materials with applications in nanotechnologies and high energy particle physics, are found in several ongoing research projects, as well as in various publications, in important ISI-listed journals: 115 ISI papers, 1200 citations, H-index = 20.

Ileana Rău
Head of Doctoral School of Faculty of Chemical Engineering and Biotechnologies, POLITEHNICA University of Bucharest
Ileana Rău graduated in 1994 from the University POLITEHNICA of Bucharest, Romania. She has obtained her PhD degree in 2002 at the same university. She has spent several years as PostDoc, first at French Atomic Energy Commission (CEA) Laboratory in Saclay and then at Angers University, where she received the Habilitation Degree (Dr.Sc.) in Physics in 2007. In 2013 she received another Habilitation Degree in Chemical Engineering. She was invited Professor at Ecole Normale Superieure de Lyon, France in 2010 and 2018, at Yonsei University, South Korea in 2016 and University Aix-Marseille, France in 2018. Currently (since 2014) Ileana Rău is Professor at Faculty of Chemical Engineering and Biotechnology, University POLTEHNICA of Bucharest, Romania and since 2020 she is Director of Doctoral School “Applied Chemistry and Materials Science” from IOSUD - UPB
Ileana Rău research profile is based on two complementary fields: environmental science and engineering, and biomaterials with different applications. Therefore her scientific activity is focused on synthesis of materials based on natural compounds (biopolymers, natural extracts) with different biological activities and properties. Ileana Rău has made significant contributions to the development of optical materials science and to understanding of linear and nonlinear optical properties of organic and biomaterials as well as their applications in photonics and biophotonics. She made also important contribution in popularizing nonlinear optics and materials science through organization of international conferences, workshops and editorial services. In the last years she was also focussed on synthesis of bio-based materials with medical applications as well as on the chitosan recovery from different waste and its use in different applications.
Between 2014 – 2020 Prof. Ileana Rău served as topical editor of Optical Society of America (OSA) for Applied Optics journal and since 2020 for the International Journal of Molecular Sciences. She is board member of Nonlinear Optics & Quantum Optics as well as Display & Imaging journals. She is serving as evaluator expert to EU projects, national projects and reviewer for several ISI journals.
As recognition of her entire scientific activity and international visibility, since 2016 she became member of CNATDCU (National Committee for attestation of titles, diplomas and academia certificates) – Chemical Engineering branch, and more recently of FWO (Research Foundation – Flanders), Belgium, (Materials Science Committee). Due to her expertise Prof. Ileana Rău was also involved in several PhD thesis juries abroad acting as President or Rapporteur (Italy, France and Morocco) Ileana Rau is Fellow of SPIE, member of SPIE Women in Optics circle, and Laureat of European Descartes Award, 2007 (member of French team). Her scientific records count more 200 published papers, cited more than 2100 times, hindex = 22.
