Dr. Diana Loreta Păun (born 1968) graduated from the Faculty of Medicine, "Carol Davila" University of Medicine and Pharmacy. She holds a PhD in Medicine from the same university. She is an endocrinologist and Associate Professor in the Department of Endocrinology at "Carol Davila" University of Medicine and Pharmacy.
She has been working at the "C. I. Parhon" National Institute of Endocrinology as a physician, researcher, professor and as manager between 2006-2015.
She holds a certificate in complementary studies in Healthcare Management and a master’s degree in "Management of Public Health and Medical Services". Also, she attended several training programs in management, quality auditor, trainer and expert in public procurement.
Dr. Diana Loreta Păun is a member of national professional associations (The Romanian Association of Clinical Endocrinology, The Romanian Society of Endocrinology) and of international professional associations (The German Society of Endocrinology, The European Society of Endocrinology (ESE). She is also a member of the Romanian Chapter of the AACE (American Association of Clinical Endocrinologists) and its president between 2011-2012 and 2017-2019.
She has published studies and scientific papers in nationally and internationally recognized journals, as well as works on health management.
She has been involved, as a manager or team member, in national and international research projects and in education and life-long learning programs.
Dr. Diana Loreta Păun was appointed State Adviser on 1 June 2015 and on 23 December 2019 she was appointed Presidential Adviser.

Doctor Nelu TĂTARU is a Romanian surgeon and politician, member of the National Liberal Party.
He was born in Vaslui, on 1972 September 30th and studied Medicine at the University of Medicine and Pharmacy "Grigore T. Popa" in Iasi.
In the 2012-2016 legislature he was elected senator and in the 2020-2024 legislature he was elected deputy.
He held in the Cabinet of Ludovic ORBAN (2019 - 2020) the positions of Secretary of State in the Ministry of Health and the Minister of Health.
Currently, Doctor Nelu TĂTARU is the Chairman of the Committee for Health and Family in the Chamber of Deputies.

Dr. Margareta (Magda) Matache is a scholar from Romania, director of the FXB Center for Health and Human Rights’ Roma Program, and a Harvard instructor. Her research and teaching focus on the history and manifestations of anti-Roma racism, as well as the global history of race and racism.
From 2005 to 2012, Dr. Matache was the Executive Director of Romani CRISS, a human rights organization that defends the rights of Roma. In 2012, she was awarded a Hauser postdoctoral fellowship at the FXB Center, where she founded the University’s Roma Program.
In 2017, with Jacqueline Bhabha and Andrzej Mirga, she co-edited Realizing Roma Rights, an investigation of anti-Roma racism in Europe. Also, along with Jacqueline Bhabha and Caroline Elkins, Dr. Matache is the co-editor of Time for Reparations, a forthcoming volume exploring the issue of reparations across a broad range of historical and geographic contexts and academic disciplines. Her other publications and research have ranged from the rights and agency of Romani children and adolescents to early childhood development, anti-Roma racism, reparations, segregation in education, and participatory action research.
She completed her Master’s in Public Administration from the John F. Kennedy School of Government at Harvard University, and her doctoral degree in Political Sciences from the Faculty of Political Sciences at the University of Bucharest. She also holds a master’s degree in European Social Policies.

Alin Moldoveanu is Professor and Vice-dean at the same faculty that he completed as valedictorian some 20 years ago – Faculty of Automatic Control and Computers, from POLITEHNICA University of Bucharest.
He’s teaching Virtual and Augmented Reality at masters and Software Engineering at bachelor level, and is in charge of the 24 master programs of the faculty.
His focus is on applied research using VR and AR (exploring and applying immersion, sensory substitution, and distorted reality), mainly in eHealth, eLearning & eCulture.
As leader of the 3DUPB research team, he was/is director or team leader for many national or European research projects in these areas, such as Sound of Vision, TRAVEE, HAI-OPS, Lib2Life etc.
His works received prestigious prizes, such as Best “Tech for Society” Horizon 2020 project, awarded by European Commission through Innovation Radar, at ICT 2018 – received by Sound of Vision (project conducted as technical coordinator and UPB team responsible).

Elena Ovreiu is a Senior Lecturer at both the Medical Engineering, as well as the and Electronics, Telecommunications & IT departments at University Politehnica of Bucharest, where she has introduced and currently teaches the eHealth, Innovation in Healthcare and Telemedicine courses.
Elena earned a Ph.D. in Electronics and Automation from Institute National des Sciences Appliqués (INSA), Lyon, France and has an international academic and work resumé, having done studies and research in countries such as Singapore, Israel and China. Most recently, in 2021 she was a Fellow at Rochester University (NY) on a Fulbright scholarship, focusing on entrepreneurship in an academic setting.
Additionally, Elena was appointed Personal Advisor to the Minister of Healthcare of Romania in the earlier part of 2021, with a focus on improving the safety of hospitals through the introduction of Medical Engineers. She is also the founder and president of SSIMA Re:Imagine Healthcare—Festival of Innovation in Medical Technology. This event annually attracts world leaders in the field of medical technology in academia, including from top institutions such as Harvard University, MIT, Johns Hopkins and Technion, as well as leaders from the business sector and public policy makers. Elena is a frequent guest in national media on topics related to Medical Technology, and in the past has hosted her own radio broadcast on this topic at Radio Guerrilla.

Ioan Iordache graduated from “Gheorghe Asachi” Technical University of Iași, Faculty of Chemical Engineering and Environmental Protection in 2000. He completed his master's degree in Environmental Management in 2001 and a PhD in Chemistry in 2007 at the same university. Mr. Iordache also completed a second PhD in the field of Industrial Engineering at “Politehnica” University of Bucharest in 2015.
During his doctoral studies, he had two Marie Curie Training Fellowships at the University of Oslo and the University of Bordeaux I. He was selected as Romania's delegate to the Group of Representatives of the Joint Undertaking Fuel Cells and Hydrogen (FCH JU) in 2010 and was elected Vice-Chair of this group in 2015.
Dr. Iordache is the Director of the Technology Transfer Department of the National Research and Development Institute for Cryogenic and Isotopic Technologies - ICSI Rm. Vâlcea. His qualification and experience have focused on hydrogen technologies and environmental protection. He has solid experience in the field of sustainable development, including both R&D and industry.
Dr. Iordache is the author and co-author of 54 research papers and 5 specialist books. His scientific contribution also includes the participation in 124 conferences and 20 national and international research and development projects. He is a member of scientific committees and a member of several professional, scientific and technical associations.
Dr. Iordache is the Executive Director of the Romanian Association for Hydrogen Energy.

Doina Drăganescu graduated in 1988 at Carol Davila University of Medicine and Pharmacy, Faculty of Pharmacy and worked as a trainee pharmacist for the next 2 years until 1990 when she passed the assistant professor competition. She works in the Discipline of Pharmaceutical Physics and Informatics. Currently, Doina Drăgănescu is a professor at the same department and since graduation she has supported both professional and administrative activities.
She has been a member of the Romanian College of Pharmacists and of the Romanian Pharmaceutical Society since 1990, of the National Society of Chemistry, of the National Society of Pharmacy History and of other professional societies in Romania or abroad. Since 2012, she is the president of the Bucharest branch of the Romanian Society of Pharmaceutical Sciences and represents Romania on the Executive Committee of the European Society of Pharmaceutical Sciences. She is currently responsible for EUFEPS 'audit work.
Since 2016 she is Dean of the Faculty of Pharmacy, member of the Board of Directors of the University and of the Senate of the University.

Doina Drăganescu a absolvit în 1988 Universitatea de Medicină și Farmacie Carol Davila, Facultatea de Farmacie și a lucrat ca farmacist stagiar în următorii 2 ani, iar din 1990 când a promovat concursul de asistent universitar lucrează la Disciplina de Fizică farmaceutică și Informatică din facultatea de Farmacie. În prezent, Doina Drăganescu este profesor la același departament, iar de la absolvire a susținut atât activități profesionale, cât și administrative.
A absolvit in 1988 cursul postuniversitar de Homeopatie organizat de Centrul de perfectionare al personalului sanitar, modulul dedicat farmacistilor. Este membră a Colegiului Farmaciștilor din România și a Societății Farmaceutice din România din 1990, a Societății Naționale de Chimie, a Societății Naționale de Istorie a Farmaciei și a altor societăți profesionale din România sau din străinătate. Ileana Rău graduated in 1994 from the University POLITEHNICA of Bucharest, Romania. She has obtained her PhD degree in 2002 at the same university. She has spent several years as PostDoc, first at French Atomic Energy Commission (CEA) Laboratory in Saclay and then at Angers University, where she received the Habilitation Degree (Dr.Sc.) in Physics in 2007. In 2013 she received another Habilitation Degree in Chemical Engineering. She was invited Professor at Ecole Normale Superieure de Lyon, France in 2010 and 2018, at Yonsei University, South Korea in 2016 and University Aix-Marseille, France in 2018. Currently (since 2014) Ileana Rău is Professor at Faculty of Chemical Engineering and Biotechnology, University POLTEHNICA of Bucharest, Romania and since 2020 she is Director of Doctoral School “Applied Chemistry and Materials Science” from IOSUD - UPB
Ileana Rău research profile is based on two complementary fields: environmental science and engineering, and biomaterials with different applications. Therefore her scientific activity is focused on synthesis of materials based on natural compounds (biopolymers, natural extracts) with different biological activities and properties. Ileana Rău has made significant contributions to the development of optical materials science and to understanding of linear and nonlinear optical properties of organic and biomaterials as well as their applications in photonics and biophotonics. She made also important contribution in popularizing nonlinear optics and materials science through organization of international conferences, workshops and editorial services. In the last years she was also focussed on synthesis of bio-based materials with medical applications as well as on the chitosan recovery from different waste and its use in different applications.
Between 2014 – 2020 Prof. Ileana Rău served as topical editor of Optical Society of America (OSA) for Applied Optics journal and since 2020 for the International Journal of Molecular Sciences. She is board member of Nonlinear Optics & Quantum Optics as well as Display & Imaging journals. She is serving as evaluator expert to EU projects, national projects and reviewer for several ISI journals.
As recognition of her entire scientific activity and international visibility, since 2016 she became member of CNATDCU (National Committee for attestation of titles, diplomas and academia certificates) – Chemical Engineering branch, and more recently of FWO (Research Foundation – Flanders), Belgium, (Materials Science Committee). Due to her expertise Prof. Ileana Rău was also involved in several PhD thesis juries abroad acting as President or Rapporteur (Italy, France and Morocco) Ileana Rau is Fellow of SPIE, member of SPIE Women in Optics circle, and Laureat of European Descartes Award, 2007 (member of French team). Sofia Alves is since September 2021 the Director responsible for Administrative Capacity Building and Programmes Implementation in the Directorate General for Regional and Urban Policy in the European Commission.
She was previously the Head of the European Commission Representation in Portugal, between July 2016 and August 2021.
Between May 2015 and July 2016 she was Head of Cabinet of the President of the Portuguese Competition Authority in Lisbon.
Sofia was previously Head of Unit at the European Commission, DG Competition, responsible for coordination of the European Competition Network (ECN).
Sofia joined the Commission – DG Competition – as an administrator in March 2003. She first worked in the Transport Anti-Trust Unit. Sofia then worked in the Mergers Policy and Case Scrutiny Unit, a horizontal Unit responsible for providing upstream support to case-teams on legal and economic issues and leading the formulation of DG Competition's policy work in this area. In March 2008, Sofia was named Deputy Head of Unit in Mergers, Unit E4 – Basic Industries, Manufactured Goods and Agriculture, and supervised a great number of DG COMP merger investigations in these sectors.
Sofia then spent three years as a member of the Cabinet of Vice President Joaquín Almunia. In this role, she advised the Vice President in the areas of cartels, anti-trust and merger control in the Transport, Pharma, Agriculture & Food, and Manufacturing sectors. Sofia then became Head of Unit for the ECN Unit in March 2013.

Silvia Vlăsceanu is a graduate of Power Engineering Faculty of Bucharest Polytechnic University and of the Faculty of Commerce from the Academy of Economic Studies. She also holds a PhD degree in the field of power engineering, conferred by the Polytechnic University of Bucharest in 2012.
The professional path includes, among others: junior engineer at a company in the energy sector, expert at Investment Directorate of Chamber of Deputies, competition inspector at the Competition Council, Parliamentary counselor at the Committee for Industries and Services of Chamber of Deputies, general director of the Federation of Associations of Energy Utility Companies - ACUE (2008 - 2021) and executive director of HENRO – Association of Electricity Producers, starting September 2021.
She continuously improved her expertise by following post-graduate professional training and by being an active participant at various conferences, workshops and seminars at national and international level.
Mrs. Vlăsceanu has been since more than 13 years a member of Advisory Board of Romanian Energy Regulatory Authority (ANRE), member of the Economic and Social Council of Romania, and she was also vice-president of Employers Confederation CONCORDIA.
In parallel, she has also teaching experience, for the last few years has taught at the Polytechnic University of Bucharest, and has also collaborated with various authorities, organizations, research institutes (ICPE, Romanian Academy, UNDP, Romanian Committee of WEC etc.) in conducting studies, assessments and reports related to energy sector and the impact concerning the economic sector.

Filip Cârlea works as a senior researcher at the Centre for Renewables Energy Promotion and Energy Efficiency from National Institute for Economic Research, Romanian Academy. Filip Cârlea is graduated with a BA from Industrial Engineering from the Polytechnic University, with a specialization in electric engineering and afterwards obtained a degree in Leadership Management at the Academy of Economics Studies and he received his postdoctoral school at National Institute for Economics Research from Romanian Academy. He is associate professor at the Oil and Gas University from Ploiesti. He was selected by Romanian ministry of energy to represent the Romania as the advisory subject matter expert on alternative, which is essential to the Romanian renewable energy development. F. Cârlea worked as program officer for the national energy strategy. He also has experience in appraisal in compliance with the international standards. Filip Cârlea sustains the priorities of the Romanian energy sector in Romania being actively involved in organizations dedicated to Romanian energy sector issues, such as Romanian National Committee of World Energy Council; he is civil expert of NATO for energy security and renewable energy field and expert approved by the Committee of the Regions from European Union.

Laurenţiu CIORNEI is a researcher at the Romanian Academy, being co-opted in the team of the Biodiversity Center, in September 2018. He is the president of the Alliance for the Forest, an association made up of researchers, scientists, doctors in various disciplines, teachers, various specialists and professionals. PhD in economics, degree in law, journalism and forestry, graduate of postgraduate studies in leadership and human resources management, respectively environmental management and sustainable development. Before entering the research, Laurenţiu Ciornei worked, for 25 years, in the media, being an expert in communication.
Laurenţiu Ciornei is the author and co-author of several specialty books. Through the Alliance for the Forest Association, he is dedicated in achieving the goals of sustainable development of forest ecosystems, circular economy, protection of biodiversity, early education and improving the environment quality. He wants to contribute to the awareness of the forests importance in Romanian society and the role of forests and forest science, in general, in the superior use of ecosystem services specific to the forestry sector, maintaining and improving the state of forest ecosystems and their capacity, in the context of rural areas, affected by the limitation of opportunities, for the construction of a sustainable society, based on a scientific narrative, which addresses in particular the media, decision-makers and young people, to educate them.

Ileana Rău graduated in 1994 from the University POLITEHNICA of Bucharest, Romania. She has obtained her PhD degree in 2002 at the same university. She has spent several years as PostDoc, first at French Atomic Energy Commission (CEA) Laboratory in Saclay and then at Angers University, where she received the Habilitation Degree (Dr.Sc.) in Physics in 2007. In 2013 she received another Habilitation Degree in Chemical Engineering. She was invited Professor at Ecole Normale Superieure de Lyon, France in 2010 and 2018, at Yonsei University, South Korea in 2016 and University Aix-Marseille, France in 2018. Currently (since 2014) Ileana Rău is Professor at Faculty of Chemical Engineering and Biotechnology, University POLTEHNICA of Bucharest, Romania and since 2020 she is Director of Doctoral School “Applied Chemistry and Materials Science” from IOSUD - UPB
Ileana Rău research profile is based on two complementary fields: environmental science and engineering, and biomaterials with different applications. Therefore her scientific activity is focused on synthesis of materials based on natural compounds (biopolymers, natural extracts) with different biological activities and properties. Ileana Rău has made significant contributions to the development of optical materials science and to understanding of linear and nonlinear optical properties of organic and biomaterials as well as their applications in photonics and biophotonics. She made also important contribution in popularizing nonlinear optics and materials science through organization of international conferences, workshops and editorial services. In the last years she was also focussed on synthesis of bio-based materials with medical applications as well as on the chitosan recovery from different waste and its use in different applications.
Between 2014 – 2020 Prof. Ileana Rău served as topical editor of Optical Society of America (OSA) for Applied Optics journal and since 2020 for the International Journal of Molecular Sciences. She is board member of Nonlinear Optics & Quantum Optics as well as Display & Imaging journals. She is serving as evaluator expert to EU projects, national projects and reviewer for several ISI journals.
As recognition of her entire scientific activity and international visibility, since 2016 she became member of CNATDCU (National Committee for attestation of titles, diplomas and academia certificates) – Chemical Engineering branch, and more recently of FWO (Research Foundation – Flanders), Belgium, (Materials Science Committee). Due to her expertise Prof. Ileana Rău was also involved in several PhD thesis juries abroad acting as President or Rapporteur (Italy, France and Morocco) Ileana Rau is Fellow of SPIE, member of SPIE Women in Optics circle, and Laureat of European Descartes Award, 2007 (member of French team). Her scientific records count more 200 published papers, cited more than 2100 times, hindex = 22.

Ph. D Mihaela Frasineanu has an experience of 26 years of working in the environment field, a Ph. D in environmental risks, 6 books and 12 scientific articles presented and published at national and international scientific meetings and scientific journals.
After 16 years as a lecturer at Faculty of Geography, with expertise on hydrology, environmental risks and protected areas, has a 4 years’ experience as a General Director, General Directorate on Wastes, Contaminated Sites and Hazardous Substances (GDWCSHS) and Project manager for “The development of administrative capacity of the Ministry of Environment, Water and Forests to implement policy in waste management and contaminated sites – C.A.D.S” code SIPOCA 21 whose main purpose is developing National Waste Management Plan and National Waste Prevention Plan, in Ministry of Environment.
She has also an international experience as an Expert for CoR Rapporteur regarding Opinion: Proposal for a Directive of the European Parliament and the Council amending Directives 2008/98/EC on waste, 94/62/EC on packaging and packaging waste, 1999/31/EC on the landfill of waste, 2000/53/EC on end-of-life vehicles, 2006/66/EC on batteries and accumulators and waste batteries and accumulators, and 2012/19/EU on waste electrical and electronic equipment ENVE-V/48 at Committee of the Regions’ (CoR) Environment, Climate Change and Energy (ENVE) Commission. Doctor Nelu TĂTARU is a Romanian surgeon and politician, member of the National Liberal Party.
