Biography
Born in 1969, Major General CIPRIAN MARIN graduated Active Field Artillery School, from Sibiu town, in summer of 1990.
After his first assignment as a Field Artillery Lieutenant in Brăila garrison, he commanded Field Artillery units from Platoon to Battery and Battalion level, as Commanding Officer.
Major General MARIN has also served in a variety of staff positions, both national and multinational, including Allied Land Component Command HQ, Madrid and Romanian General Staff.
His operational assignments were as Deputy Commander Combined Team Zabul HQ, Afghanistan, between 2009-2010 and Development Section Chief, Regional Command South, Kandahar, Afghanistan, between 2012-2013.
His command assignments include 282nd Mechanized Infantry Brigade Deputy Commander, between 2014-2017 and Commander of the 8th LAROM Brigade, between 2017-2020.
Major General MARIN has been privileged and honored to be assigned as Head of Operations Directorate at Romanian Defense Staff between 2020 to February 2022.
Promoted to his current rank in November 2021, he assumed the current position as the Commander of the 2nd Infantry Division from March 2022.

BG Ovidiu Lungu was appointed as Brigade Commander of 1st Mechanized Brigade on September 01st, 2021.
He is a command and staff officer with more than 25 years of experience as commander at different levels of command and as staff officers in operation and planning sections at tactical and joint level. He was commissioned in 1995 as second lieutenant and got his first appointment in a field artillery battalion.
His professional experience includes appointments at tactical and operational level within the Romanian Armed Forces. Between 1997 and 2007 served in 2nd Infantry Battalion „Călugăreni” where he was appointed in different leadership positions like antitank platoon leader, antitank battery commander and battalion S3 - Operations. During this period, he deployed with the battalion in 2005 in Dhi Qar province, Iraq at Antica Babilonia mission as S3 staff officer, and in 2006, as S3, in Zabul province, Afghanistan at ISAF mission. Starting with 2007, BG Ovidiu Lungu was assigned in different staff position at ROU Land Forces HQ in G3 and G5 sections, and in September 2010 he was promoted as Chief of G5 - Plans at ROU Land Component Command. In 2011, he deployed again in Kandahar, Afghanistan, this time as liaison officer in the Romanian General Staff Liaison Team to RC - South / ISAF.
In September 2013, BG Lungu was appointed as Commander of the 2nd Infantry Battalion „Călugăreni”. During his command, he participated with the battalion in few combined multinational exercises such as: Saber Junction 14 - JMRC/Hohenfels, Germany, September 2014; Platinum Eagle 15 - Babadag Training Area, Romania, May 2015 and Histria 15 - Feteşti, Romania, September 2015. In 2016, BG Lungu deployed in Afghanistan with 2nd Infantry Battalion „Călugăreni”, at NATO Resolute Support Mission, as KAF Force Protection battalion commander.
At the operational level, his professional experience consists in leading the ROU Joint Operational Planning Group as Head of J5 - Operational Planning at ROU Joint Force Command between January 2017 and November 2018.
Starting with November 2018 until September 2021, BG Lungu acted as Chief of Staff of the HQ MND SE from Bucharest, the highest NATO headquarters from Romania.
BG Lungu military education includes, Command and General Staff Officer Course, US ARMY Command and General Staff College, Fort Leavenworth (class of 2010), Advanced Joint Operations Staff Officer Course (2014), National War College (class of 2018), National Defense University, Fort McNair, Washington DC, from where he earned his Master of Science degree in National Security Strategy, and Post university Continue Professional Development “Security and good governance” - 2020/Romanian National Defense University. In addition, he has a bachelor’s degree in social management, and a master degree in Geopolitics and International Relations.
BG Lungu awards and decorations include Non-Article 5 Medal relating to NATO Operations in Afghanistan, ROU Land Forces Emblem of Honor, ROU General Staff Emblem of Honor, ROU Armed Forces Emblem of Honor, Humanitarian Actions Emblem of Merit, and the Honorable Order of Saint Barbara.

Over the last 15 years, George Cioceanu has dedicated all his efforts to developing an innovative direction for companies that want to expand their ecommerce branch, he coordinated several software projects and has developed a strategic communication with all his partners.
He graduated Marketing at Bucharest University of Economic Studies, and currently he activates successfully in the Software Industry, running a business focused on tourism, that allows travel agencies to develop online visibility through dedicated ecommerce projects. TravelFuse is his reference enterprise, that supports small, medium, and large-sized businesses.
In his early career, he was involved in the development process of an online presentation portal for Romania, as touristic destination, project that gathered over 2000 tourist attractions, known, and promoted as Romguide.
Concerned about the decisions made in the tourism sector, he opted in 2018 to be part of ANAT, where he was an active participant. In 2020 he had the privilege to be elected as Senior Vice-President. Currently he is President of the Informational Technology Committee, Deputy of Incoming & National Tourism Committee, member of DMOs working group, under the Alliance for Tourism and member of Technology and Incoming Destination & Sustainability Committees under ECTAA.

Emanuel Cernat is the Managing Partner and one of the founders of Corporate Affairs Strategies. Prior to that, he worked for McGuireWoods, a reputable American lobbying company, active on the Romanian market until the end of 2019. There he coordinated the financial services and international trade practice of the company while assisting numerous other clients in various practice areas.
Before joining the consultancy domain, Emanuel served as a career diplomat, acquiring a remarkable professional experience after fulfilling his duties over the years as personal advisor to several Foreign Ministers as well as Diplomatic Counselor to a number of Ministers in charge with regional development, business environment and tourism. During his diplomatic tenure, he was involved in multiple large-scale projects, assisted key foreign investments, joined trade missions and worked closely and directly with all of the Romanian ministries, the Romanian embassies abroad and foreign missions accredited in Romania.
In his early career, Emanuel had the chance to work and coordinate projects as part of his former assignments with the United Nations Development Program in Romania, as well as a pioneer key expert within the Ministry for European Integration.
